This solicitation is RESTRICTED to small business concerns. DESCRIPTION: Furnish all labor, equipment, tools, and transportation necessary for the delivery of 3500 cy of topsoil. This topsoil sall contain organics 15-25%, sand 40-50%, silt 15-35% and have a ph of 5.5-6.5. It must pass thru a 8MM screen and be free of sticks, rocks and any other debris.
