The Cooperative Threat Reduction Office of the Defense Threat Reduction Agency (DTRA) has a requirement to provide for use by the Russian Ministry of Defense Quick Fix (QF) II equipment and materials to support the installation of the SOS-1/PROTVA perimeter security system. This equipment includes 75 mini-tractors and attachments, and 600 metric tons of cement and must be delivered to a central consolidation point at the Sergiev Posad military installation. The Russian Ministry of Defense has requested that DoD supply the required equipment and materials from certified Russian companies. DTRA believes that Bechtel National, Incorporated, working under the existing Security Assessment and Training Center (SATC) contract, is the only source available to perform as the integrator for this procurement.
