United States Army Tank-automotive and Armaments Command-Warren
(TACOM-Warren) will be issuing a Request for Proposal (RFP) for the
acquisition of additional development for the Laser Target Decoy System
(LATADS). The initial contract will have 300 hours plus an option up to
2500 hours for a three year period for a total of 2800 Level of Effort
(LOE) hours. The objective of this effort is to continue the
development of the Laser Target Decoy System (LATADS). The contractor
shall furnish, as required by the Scope of Work: support engineering
data, test planning, engineering support for system development
(including field tests, maintenance and engineering prototype
evaluations) in support of this follow on LATADS development effort. A
portion of the effort will also require the contractor to provide
mockup warning receivers, laser heads and materials in support of field
tests and the Vehicle Integrated Defense System Laboratory. Each task
to be performed will be Work Directive driven. This will be acquired on
a Cost-Plus-Fixed-Fee (CPFF) basis. The entire contractual effort shall
be completed within thirty-six (36) months after date of award. Any
proposal received as a result of this synopsis will be evaluated for
possible competition. The proposed contract is sole source. As of 15
March 1999, solicitations will be issued in electronic format only.
Solicitations will be posted to our web site at

solicitations issued on or after 1 April 1999 will require offerors to
submit offers paperlessly; only electronic format will be accepted.
Contractors will be required to submit their responses in one of the
following electronic mediums: via 100 megabyte Zip*-disk, e-mail, 3
-inch disk, or 650 megabyte CD ROM. Offers/bids are to be emailed to
Offers@tacom.army.mil. Do not e-mail offers to the Buyer. The subject
line of email submissions must read "Offer- DAAE07-99-R-L013 Closes 25
August 1999". Maximum size of e-mailed offers shall not exceed 3.5
megabytes. Compressed files must be self=extracting and have
appropriate instructions to open. Hard copy responses will not be
accepted. Please make sure this agency has been furnished with the
following additional information: The SF33 cover sheet filled out,
CAGE, Company Name, DUNS Number, and the email address where you would
like the notice sent. All offers must be registered in the Central
Contract Registry prior to receiving any award. See the website

how to register. The estimated release date of RFP DAAE07-99-R-L013 is
26 July 1999 and thee estimated closing date for Receipt of Proposals
