Sessoms, n.m.sessoms@larc.nasa.gov. NASA/LaRC intends to purchase
research and development services from University of Dayton on a sole
source basis pursuant to FAR Part 6.302-1. Sources Sought Solicitation
Number SS300 was published in the Commerce Business Daily and NASA
Information Acquisition Service (NAIS) on January 26, 1999, to
determine if sources capable of satisfying the requirements exist. Nine
responses were received and evaluated. Only one source, University of
Dayton met the evaluation criteria to be considered for potential
contract award. Other than full and open competition is permitted as
authorized by statutory authority of 10 U.S.C. 2304( c)(1). This
procurement is for a three year period of performance to collect data,
analyze and update models based on findings from both aircraft and
Shuttle support requirements. Work includes collection of aircraft
reliability and maintainability (R&M) data from the Air Force REMIS
(Reliability and Maintainability Information System), updating of
aircraft data bases, analysis at the 2-digit work unit code (WUC) level
and for selected systems at the 3-digit level, performing trend
analysis and enhancing aircraft and Shuttle data base analysis,
updating the Reliability and Maintainability Analysis Tool (RMAT) model
and development of online modeling capability. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26. An
Ombudsman has been appointed. See Internet Note "B". Interested firms
have 15 days from the publication of this synopsis to submit in writing
to the identified point of contact, their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose
of determining whether or not to conduct this procurement on a
competitive basis. Responses received after the 15 days or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government to not
compete this proposed effort on a full and open competitive basis,
based upon responses to this notice is solely within the discretion of
the Government. All qualified responsible sources may submit an offer
