A -- CA RECORDER DATA ACQUISITION, ANALYSIS & RECORDING SYSTEM SOL NIDA-99-JCA005 DUE 081899 POC Janes C. Amend 410-550-1637 & Fax. 410-550-3146 This is a combined synopsis/solicitation for commercial items prepared in accordance with format in Far Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation. Proposals are being requested and written solicitation will not be issued. Solicitation NIDA-99-JCA-005 herein is a Request for Quotation (RFQ). (The solicitation document, preovisions and clauses herein are those in effect through FAC 90-46). The proposed solicitation contained herein is restricted to Small Business Concerns. Delivery of the procured equipment shall be FOB DESTINATION, National Institute on Drug Abuse, 5500 Nathan Shock Drive, Baltimore, Maryland #21224. The Government anticipates to award a Firm Fixed-Price contract. The aforemention equipment is CA Recorder Data Acquisition, Analysis and Recording System. The Preclinical Pharmacology Section monitors cardiovascular parameters in squirrel monkeys to test the effects of abused drugs and potential treatments for cardiovascular toxicity. A portion of this work is being done in cooperation with the Medications Development Division (MDD) OF NIDA. MDD performs similar test in dogs at other research sites. In order to maintain compatibility of data storage and analysis across sites, MDD has requested that we upgrade our data acquisition and analysis system to the automated system used for dogs. This system will also represent a significant improvement over our current system. In particular, the CA recorder performs computerized analysis of ECG records which we must now do by hand. In addition, this system will be GLP compliant, as reqested by MDD and as often required by the FDA when evaluating potential treatment medications. The following factors will be used to evaluate offers in descending order of importance: 1) price, 2) technical capability of item offered to meet the government's requirements, 3) past performance. Award will be based on the lowest price, technically acceptable offer from a vendor with a satisfactory past performance record. FAR 52.212-1 Instructions to Offerors-Commercial Items, and FAR 52.212-4 Contract Term and Condition-Commercial Items applies to this acquisition.
