constitutes amendment 0003 to Request for Quotation (RFQ)
MDA908-99-Q-0161 issued as a combined synopsis/solicitation on 29 June
1999. Companies must acknowledge this and all future amendments in
their quotation. This notice serves as the official amendment to the
aforementioned RFQ. A written amendment will not be issued. (2) The
purpose of this amendment is to provide information to all prospective
offerors in order to clarify the Statement of Work. Section (a) SCOPE
OF WORK is restated as follows: Monitor, collect, and report on
open-source information pertaining to international terrorist
activities, the capabilities, and the activities of groups or
individuals relevant to Chemical, Biological, Radiological, and Nuclear
(CBRN) acquisition, and their potential for using CBRN. Section (b)
SPECIFIC TASK is restated as follows: TASK 1: Part I of the
research/study/report/product program will provide information via
open-source reporting of terrorist groups to gather, purchase, trade,
stockpile, and or train personnel in the use of CBRN materials,
components, and weapons. DIA/TWC-1 will be the final authority for the
product. This part shall be delivered NOT LATER THAN 31 December 1999.
TASK 2: Part II is on specific case studies to examine the acquisition
and use of CBRN materials by sub-groups or nation-states, for
terrorist purposes. Subjects for the case studies will be as directed
and specified by the Contracting Officer's Representative (COR)
assigned to TWC-1. Case studies will augment an understanding of the
motivational factors, critical capabilities, and patterns of behavior
identified in earlier work. Providing the breaking points from
historical trends in terrorist behavior. DIA/TWC-1 will be the final
approval authority for the case studies. This part shall be delivered
NOT LATER THAN 31 December 1999. Section (h) REQUIRED TRAVEL is
restated as follows: The contractor shall allow sufficient funds to
cover all travel expenses, for three trips, to and from the Defense
IntellegenceAnalysis Center (DIAC), located at Bolling Air Force Base,
Washington, DC. Section (j) GOVERNMENT FURNISHED
PROPERTY/EQUIPMENT/DATA is restated as follows: DIA/TWC-1 will provide
a list of terrorist groups to be monitored. (3) Quotations in response
to this requirement must be submitted by 12 noon, 19 July 1999 to the
Defense Intelligence Analysis Center (DIAC), Building 6000, Attn:
DAP-2, Bolling AFB, Washington, DC 20050. (4) All other terms and
conditions of MDA908-99-Q-0161 remain unchanged and in full force and
