B -- LABORATORY PENETRATION TESTING OF SINGLE-CRYSTAL TUNGSTEN RODS SOL DTRA02-99-Q-0049 DUE 072299 POC Toni Sandoval, Contracting Officer, Phone (505) 846-8830, Fax (505) 846-4246 to be conducted in two phases. Phase I -- 8mm diameter x 250mm long single- crystal tungsten rods with two crystal orientations (100) and (111), will be to examine the material properties of both crystal orientations and to purchase the target materials which will be used in Phase II of the study. Phase II -- will examine the penetration performance of both types of single-crystal tungsten rods against three target materials, RHA equivalent steel, Salem limestone, and Regal Gray granite. This work will require the consumption of at least four or five rods of each crystal orientation. Both phases will include progress reports describing the work performed, with a final report to be provided at the end of Phase II. The final report will describe all work accomplished, will evaluate the results of all tests, and will summarize findings and conclusions. The Government intends to solicit only one source under the authority of FAR 6.302. The University of Dayton Research Institute, Dayton, OH is the only source that the Government has justified meets its requirements. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Interested firms have 10 days from the publication of this synopsis to identify their interest and capability to respond to the requirement or submit a quote. This notice of intent IS NOT a request for quotes. However, all quotes received within 10 days after date of publication of this synopsis will be considered by the Government. Qualifications and capabilities will be used solely for the purpose of determing whether or not to conduct this procurement on a competitive basis. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
