Architect-Engineer (AE) services (Title II) are required for
construction management of miscellaneous construction projects and
supporting services at Vandenberg AFB, California. Open-end AE
contracts will be issued for a one year period (basic year) with four
additional one year option periods (option year) if the Government
chooses to extend the Contract. A preselection board will select the
top six AE firms based on the evaluation factors. A final selection
board will select the top one AE firm based on the evaluation factors
and SF 254 & 255. Individual delivery order fees issued under this
Contract will not exceed $299,000, with the exception of the initial
delivery order, which may exceed this limitation. The total fees will
not exceed $750,000 for the basic year or option year. The total fees
for the basic and option years will not exceed $3,750,000 or $750,000
per year. A guaranteed minimum of $5,000 in fees will be issued under
the Contract. Delivery order will be issued as needed throughout the
contract period. Construction management services are required for the
renovation, repair, and maintenance of residential, commercial, and
industrial facilities and utility infrastructure. Construction
management services includes surveillance and inspection during the
progress of construction up to, and including, completion and final
acceptance of the project work; review material submittals, _as-built_
drawings, manuals, operating instructions, and other such materials
required by the construction contract; constructability reviews of
design drawings and specifications. The primary discipline for this AE
selection is contract management. However, the AE firm must also be
able to provide design support and consultant services in various
combinations of architectural, structural, civil, mechanical and
electrical disciplines. The AE firm must accomplish the primary
discipline, but other disciplines may be accomplished by qualified
consultants. Submit credentials for key personnel and consultants to
accomplish work in all disciplines. Selection criteria listed in
descending order of importance: 1. Specialized experience in the
discipline of construction management work involving military facility
construction, addition, or renovation of specialized space and missile
facilities for processing and launch control, other administrative,
industrial, housing, dining, community and support facilities. 2.
Proximity of key personnel and consultants to Vandenberg AFB. 3.
Quality of similar work for the Department of Defense (DOD) and other
clients. 4. Qualifications and experience of key personnel and
consultants. 5. Capacity to accomplish work in the required timeframe.
6. Volume of work previously awarded by the Department of Defense.
(Note that this is an inverse factor with more points given to firms
with lesser amount of previous work.) Architect Engineer firms, which
meet the requirements described in this announcement, are invited to
submit completed SF254, Architect Engineer and Related Services
Questionnaireand SF 255, Architect Engineer and Related Services
Questionnaire for Specific Projects. All information relating to the
firm_s qualifications must be contained in the Standard Form.
Inclusions by reference to other material are not acceptable. The
Standard Form 255 is limited to eleven pages of the form itself plus
five additional pages of information concerning the firm_s
qualifications related to this specific project. Firms responding to
this announcement NLT 4:30 p.m., 30 days from the date of the
publication of this announcement will be considered. All firms shall be
registered in the Central Contract Registration Program. This is not a
request for proposal RFP. Three contracts are expected to be awarded
under this AE selection. Atleast one of the awards will be considered
