of Acquisition Management knows of only one source, the University of
California, San Diego, to provide the necessary personnel, materials,
services and sources to develop a web site in the responsible conduct
of research training. In addition to designing the web site, the
Contractor shall also expand and update the resources on the site as
necessary; publicize the site; add additional materials from other
research and educational institutions as necessary; and, evaluate the
effectiveness of the site. The estimated completion date for this
effort shall be 24 months from date of award. Award shall be made using
Simplified Acquisition Procedures in accordance with FAR 13.106(b). No
solicitation is available, therefore requests for such documents will
be considered invalid responses. Firms having the ability to develop
a web site for responsible conduct of research training shall provide
clear and comprehensive information supporting its claim, inclusive of
references listing contact person(s) and phone number(s); technical
literature; and pricing. Firms must also have at least 6 years
experience in research ethics; have published research in peer reviewed
journals on the effectiveness of training in research ethics; developed
an Internet-based course on ethics and survival skills in academia;
have at least 6 years experience studying biomedical trainee
perceptions concerning research ethics; experience developing a RCR web
site, and detailed knowledge of DHHS/Office of the Secretary, Office of
Public Health and Science, Office of Research Integrity's policies and
procedures. All timely responses shall be considered, however a
determination by the Government not to compete this contract based upon
responses to this notice is solely within the discretion of the

days of publication, the Government shall proceed with the acquisition
