an unrestricted Request for Proposal(RFP) DAAE07-99-R-M049 for: (1) a
Maintenance Management Support Program and an informal Operational
Training Program to support the Kuwait Land Force fleet M1A2 Tanks. The
Contractor will be required to utilize the following M1A2 Abrams Tank
Maintenance Advisor/Instructor personnel: (a) One M1A2 Tank Fire
Control Advisor/Instructor (US Army 45 Series MOS),(b) Two M1A2 Tank
Turret/Electronic Advisors/Instructors (US Army 45 Series MOS), and (c)
Two M1A2 Tank Hull Automotive Advisors/Instructors (US Army 63 Series
MOS).(2) The Contractor will also be required to employ a Supply
Warehouse Management Support Program and an informal Operational
Training Program to the designated Kuwait Land Force Supply Support
Warehouse Activity. The Contractor will be required to provide two
Supply/Warehouse Management Advisors/Instructors (US Army 76 Series
MOS). All effort will be performed in Kuwait. The Contractor shall be
responsible for determining the requirement for, and obtaining any and
all necessary licenses, permits, certificates, passports, visas,
security clearance(s), passes, identification cards, and any other
documents or approvals that may be required to enable the contractor to
provide the services and accomplish the tasks required. The Contractor
shall perform total program and business operations within the laws of
the United States, including the Foreign Corrupt Practices Act, and the
laws of the Government of Kuwait. The Contractor is responsible for
ensuring that all employees and authorized dependents are thoroughly
instructed on, understand, and abide by all Kuwait laws and customs. We
intend to issue a Firm Fixed Price contract for a one-year base period
with an option period not to exceed twelve months. Our intention is to
use a Best ValueTradeoff process using evaluation criteria in the areas
of technical, price and past performance. The offer due date is on or
