(ACF), Office of Resource Management (OHRM), is issuing a request for
quotation for an Indefinite Delivery, Indefinite Quantity (IDIQ),
fixed-price contract for services. This procurement action will use
Simplified Acquisition Procedures in FAR Part 13. Note 26. The Standard
Industrial Classification Code (SIC) for this purchase order is 8741.
Any contractor/vendor able to meet requirements must demonstrate in
writing by RFQ due date. This notice is intended for competitive
purposes. You may E-mail questions/concerns to the contract specialist,

Address. NO PHONE CALLS ACCEPTED. All questions must be in writing and
will be answered in writing. Award will be made to the firm whose
offer provides the best value to the Government, price, technical
capability and past performance considered. Award may be made without
discussions if the most favorable initial quote results in the lowest
overall cost to the Government. Quotes must include a price for each
specific task. Proposals should be limited to 10 pages. Four(4) Copies
of all proposals, for the following statement of work, should be

EST (any quotes received after the due date will not be considered or
opened.) WRITTEN RESPONSES SHOULD INCLUDE PRICES AND TECHNICAL DATA
SUFFICIENT TO DETERMINE CAPABILITY. STATEMENT OF WORK: The Office of
Human Resource Management (OHRM) directs and manages the personnel
operations and services for ACF. OHRM carries out a comprehensive
program of personnel administration and assistance in support of the
wide range of ACF human resource needs and actions. Due to
implementation of the goals and objectives of the National Performance
Review (NPR), considerable organizational and staffing streamlining
has occurred. Staff reductions and recruitment restrictions have had a
significant and measurable impact on the ability of human resource
specialists to acquire seasoned experience in the area of position
classification and position management. While staff reductions have
occurred, the heavy demand for position classification has remained
constant due to: (1) various structures to maximize management
effectiveness, and (2) other internal alignments to reduce and realign
administrative staff offices. It is anticipated that a continuing
demand for timely and competent position classification will remain in
the foreseeable future. Hence, it is necessary to procure expert
position classification and position management service that is
currently not available in house. Independently, and not as an agent of
the Government, the Contractor shall be required to furnish all the
necessary services, qualified personnel, materials, equipment, and
facilities, not otherwise provided by the Government, as needed to
perform this Statement of Work. The Contractor (vendor) will make
recommendations to the ACF Personnel Officer on the proper allocation
of positions as to title, occupational series and grade using
appropriate Office of Personnel Management's position classification
standards, guides, and policies, and sound position management
principles. Positions to be evaluated and classified will include all
occupations/series applicable to ACF and its organizational entitles.
It is intended that the classification services obtained under the
contract will be on an as needed basis throughtout the life of the
contract. TASK #1 Classification Actions -- Work performed under Task
#1 requires the contractor/vendor to 1) become knowledgeable about
ACF's mission, functions, organization and staffing structures (may be
obtained via the ACF Internet Website at www.acf.dhhs.gov or the ACF
Personnel Office), and 2) conduct data-gathering and fact-finding which
may include, but not be limited to, onsite and/or telephonic
conversations and interviews with managers, supervisors, management
representatives and employees. Completed worked under this Task
consists of 1) a hard copy of the position, 2) a hard copy of the
evaluation statement, and 3) a diskette containing both in Microsoft
Word 97 or compatible software. A. Review, evaluate and recommend
classification on draft position description (including minor revision
of the original draft position description and a written evaluation
statement supporting the recommended classification) -- 1 day after
date of receipt. B. Rewrite a draft position description (includes a
written evaluation statement supporting the recommended classification)
-- 1 1/2 days after date of receipt. C. Write a new position
description based upon verbal or written input provided by
supervisor/management official (includes written evaluation statement
supporting the recommended classfication) -- 2 days after date of
receipt. D. Conduct desk audit and recommend classfication of position
description baed on individual interviews with employee and supervisor
(usually for gradual accretion promotions) -- 2 days after date of
receipt. Note: when, as a result of the desk audit, services outlined
in A. or B. above are required, the addtional charges specificed for
those services are to be applied. E. Develop a statement of difference
for a career ladder position description (must document those duties
and factor level descriptions that vary from the fully defined position
description) -- 2 days after date of receipt. F. Conductreconsideration
evaluation and make final recommendation on an original unfavorable
classification determination made by another contract classifier.
Provide a written explanation for sustaining or changing the original
determination. (1 1/2 days after date of receipt.) Task #2
Reorganizations -- Conduct data-gathering and fact-finding as it
relates to proposed reorganization structure to assess
interrelationships among positions and sound position management
practices, i.e., unnecessary overlap and/or duplication of work,
excessive layering and/or splintering of functional responsibilities.
Meet with management/management representative to clarify and obtain
insight into the purpose of the reorganization. Conduct studies of
proposed organizational structures and make written position management
recommendations and provide position management and classification
advice regarding the meirts of the proposed reorganization. (3-4 days
depending on complexity of reorganization.) EVALUATION CRITERIA A.
Capability of Performance Weight = 55- The offeror shall provide:
expert level knowledge of position management and position
classification an in-depth knowledge of the principles, concepts, and
practices of the civilian personnel law as defined in Title V of the
United States Code, the Code of Federal Regulations and OPM regulatory
guidelines and procedures 20 pts.) The ability to perform studies and
analyses in order to evaluate organizational and position structure,
position management issues, and individual job requirements, to
identify potential problem areas and deficiencies, develop
recommendations for new methods and approaches; and provide options and
or recommendations for operational and procedural changes and
improvements (15 pts) skill in analyzing complex position
classification actions and the ability to articulate determinations or
recommendations clearly and precisely both verbally and in writting
(10 pts) a broad knowledge of the Federal Government human resources
functional areas (10 pts) B Demonstrated Experience Weight = 35 The
offeror shall: show that it has recent successful experience in
providing servies relevant to those required in this statement of work
(20 pts) provide expert-level credentials of contractor employees that
are relevant to the effort required by this statement of work (15 pts)
C Logistical Arrangements Weight = 10 The offeror must: prepare a
management plan describing the logistical arranagements that indicate
how each aspect of the Specific Tasks is to be accomplished. The plan
should include how the offeror ensures the timely completion and
coordination of tasks, proposed staff time, and specify where and how
work will be accomplished (10 pts.) The anticipated period of
performance is 12 months. This requirement is being set-aside for small
business concerns. Proposals are due July 30, 1999. Contractors are
hereby advised any purchase order resulting from this solicitation will
