Force Center for Environmental Excellence (AFCEE) intends to procure
services from The Management Edge, Inc. (MEI), 12600 Seminole Blvd, STE
B2, Largo, Florida 33778. To continue effective environmental
stewardship activities to maintain access to the air, land, and water
needed to maintain and improve mission capabilities, the Air Force
participates in and hosts meetings in partnership with regulatory
stakeholders for an installation, state and/or region. Specific
milestones and deadlines must be accomplished under such programs as
the Installation Restoration Program (IRP) and associated state and
federal environmental mandates. Presently, partnering efforts are
underway between the Air Force, state regulators, and the Environmental
Protection Agency (EPA), Region 4. MEI has past experience in
facilitating partnering meetings for these entities and has developed
a broad base of competence, professionalism, trust and continuity which
is vital to the continued success of on-going and future partnering
meetings. A new contractor at this critical stage in developing viable
partnering "teams" between the stakeholders would result in
unacceptable delays in meeting mandatory deadlines and creating
unnecessary Government expense. Since MEI is the only contractor that
presently has the experience and proven abilities under these specific
conditions, it is the only organization that can reasonably control
and guide the partnering entities and complete Government requirements
within constricted time parameters. This is not a solicitation for
competitive proposals; however, interested persons may identify their
interest and capability to respond to the requirement. The statement of
capabilities and any other information furnished must be in writing and
must contain material in sufficient detail to allow the AFCEE to
determine if the party can perform the requirement. Capability
statements must be received in the contracting office by 2:00 p.m. CST,
on 26 July 1999. For further information, please contact theContract

Government not to compete with this proposed contract based upon
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
