is the government's intent to negotiate on a sole source basis with
North American Van Lines, for packing, crating, transportation and
climate control storage of the Women's Army Corps (WAC) Museum
Artifacts from Fort McClellan, Alabama to Fort Lee, VA. This notice of
intent is not a request for competitive proposals. Fort McClellan is
a BRAC installation and closes 30 Sep 99. North American Van Lines was
the firm designated to move three (3) museums (MP School, Chemical
School and WAC Museums) from Fort McClellan, AL to new locations at
Fort Leonardwood, MO and Fort Lee, VA respectively. Due to construction
delays, the facility at Fort Lee, VA will not be completed by 30 Sep
99. The government has a requirement to place the artifacts into a
climate/humidity controlled and monitoried warehouse for approximatley
6-8 months. The proposed contract performance period is 1 Sep 1999 --
30 Apr 2000. The storage facility must be located within the vicinity
of Fort Lee, VA. The artifacts and/or archival material must be
accessible for retrieval by the WAC Museum Curator, Ft Lee, VA. The
value of these artifacts requires that the Curator monitor and visually
peruse the containers and crates while in storage for signs of
pilferage damage, deterioration and container/crate deviations. These
artifacts and archive materials are irreplaceable. Upon completion of
new facility, North American Van Lines will pack and transport
artifacts from storage facility to new location at Fort Lee, VA. It is
the government's intent to preserve the integrity of the artifacts
being shipped and stored; affirm the liability with one firm; and
provide monitoring and accessibility by the curator during the storage
period. A determination by the Government not to compete with this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
a competitive procurement. The applicable SIC is4226 with a size
