is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6 and FAR Part 13 as
supplemented by the additional information stated below. This
announcement constitutes the RFQ and is the only solicitation that will
be issued. Quotes are requested pursuant to this announcement. All
responses shall reference RFQ number 171P9902238. This solicitation
incorporates all of the applicable provisions and clauses in effect
through FAC 97-12 as if stated in full text. The Patent and Trademark
Office seeks to award a fixed price contract for the products and
services listed in C.1 STATEMENT OF WORK/SPECIFICATIONS of the
synopsis/solicitation that represents the best value to the government.
C.1 STATEMENT OF WORK/SPECIFICATIONS The contractor shall furnish the
necessary personnel, material, equipment, services, and facilities to
perform the following Statement of Work/Specifications. C.2 BACKGROUND
The Commissioner of Patents and Trademarks is required by statute (35
U.S.C. 14) to publish an annual report to the Congress. In addition,
the U.S. Patent and Trademark Office (PTO) is required to publish the
financial reports of the agency, with an accompanying audit report by
the Office of Inspector General, or by an auditor selected by the
Office of Inspector General. C.3 PURPOSE The purpose of this
solicitation and the resultant contract is to establish a source of
supply to design and create a PTO annual report tentatively entitled
"FY 1999 PTO Annual Review." C.4 SCOPE OF WORK C.4.1 The Contractor
shall design, produce, and deliver in camera-ready format an annual
report that consists of the following: Number of pages: One hundred ten
(110) to One hundred twenty six (126) pages. Page count will vary
depending on Inspector General's report and other requirements outside
the PTO's control. Paper size: 8 12 x 11inch paper. 100% color
graphics throughout the report. C.4.2 The Contractor shall anticipate
attending 7 to 9 one- to two-hour meetings with John Webb
(703/305-9357), Dennis Forbes (703/305-9544), and Michelle Pitts
(703/305-8360) to discuss the development, style, and layout of the
annual report. C.4.3 The Contractor shall implement continuous
improvements during the graphic design process and anticipate
additional time as needed. C.4.4 The Contractor shall provide four (4)
designs for each of the four- (4) covers, the front inside and
outside, and back inside and outside covers, for a total of sixteen
(16) cover designs. C.4.5 The Contractor shall provide draft document
layouts, designs, and color palettes, according to specifications to be
provided by the USPTO. C.4.6 The Contractor shall provide a draft of
the entire annual report, including covers, for approval, keeping in
mind that a second draft may be necessary if the first sample is not
approved. The Contractor shall provide other drafts as required by the
USPTO. C.4.7 The Contractor shall provide the USPTO a set of color
comps of the entire report, unbound, prior to final acceptance, and
other color comps as required by the USPTO. C.4.8 The Contractor shall
provide the final approved annual report in the following formats:
camera-ready format, with color separations specified, in QuarkExpress
3.X or 4.X, on an Iomega Jaz disk formatted for either Mac or PC; in
HTML format according to the specifications of the PTO Chief
Information Officer, on an Iomega Jaz disk formatted for Windows; and
the text (including tables, graphs, charts, and other graphic elements
specified by PTO) on an Iomega Zip disk formatted for PC, in Microsoft
Word 95 or 97. C.4.9 The Contractor shall provide a knowledgeable
graphic artist familiar with this project to accompany PTO personnel
and advise them during the press inspection of the report at the
printer. C.4.10 The Contractor shall complete the scope of work on or
before February 16, 2000. C.4.11 No quote for printing is requested or
desired. C.5 REQUIREMENT C.5.1 The Contractor must have the necessary
equipment or access to facilities to provide typesetting and layout,
photocomposition, color separations to disks, high-resolution scanning,
and conversions of documents to electronic format. C.5.2 The Contractor
will be responsible for overseeing any subcontractors in the design and
creation of the services guide. C.5.3 The Contractor should never do
work that is not listed in this Statement of Work before contacting
USPTO's Contracting Officer for approval. C.5.4 The Contractor should
submit invoices on a regular basis to the USPTO, Office of Finance, Box
17, Washington DC, 20231. C.5.5 The PTO retains all rights to materials
as a government entity in which no copyright is held. All rights to
products, including photographs, negatives, and printed materials
belong to the PTO. C.5.6. The PTO shall be responsible for providing
copy. Text copy will generally be provided in Microsoft Word 95 or 97.
The auditor's report shall be provided ready for high-resolution
scanning. Most graphics and certain data tables will be provided in
.EPS or .TIF format. Some graphics will be provided ready for scanning
(slicks). The PTO will provide raw data for graphs and charts. The PTO
will be responsible for editing and proofreading. C.5.7 The PTO will
provide artwork and photographs for the contractor's use. These items
will remain property of the PTO and will be returned to the PTO
unaltered at the time the final approved annual review is delivered to
the PTO. The contractor will also be expected to have available or
secure stock graphics and photographs for inclusion in the annual
review. The contractor may propose original artwork or photography in
their designs; however, the contractor may not incur costs for original
artwork or photographs without providing a written estimate for the
work in advance, and obtaining the PTO's written agreement before
proceeding. C.6 DELIVERABLES C.6.1 The Contractor shall provide four
(4) designs for each of the four (4) covers (the front inside and
outside, and back inside and outside covers), for a total of sixteen
(16) cover designs, by August 15, 1999. C.6.2 The Contractor shall
provide by August 15, 1999 draft document layouts, designs, and color
palettes, according to specifications to be provided by the USPTO.
C.6.3 The Contractor shall provide the USPTO a set of color comps of
the entire report, unbound, prior to final acceptance, and other color
comps when and as required by the USPTO. The delivery dates for the
color comps will be negotiated with the vendor before final award C.6.4
The Contractor shall provide a draft of the entire annual report,
including covers, for approval, keeping in mind that a second draft may
be necessary if the first sample is not approved. The Contractor shall
provide other drafts as required by the USPTO. Delivery dates for
these drafts will be negotiated with the vendor before final approval.
C.6.5 The Contractor shall provide the final approved annual report in
the following formats: camera-ready format, with color separations

2000. D.1 SAMPLE REPORTS AND PAST PERFORMANCE Offerors must submit
samples of three FY 1998 Annual Reports, at least one of these reports
must have a price that is commensurate with the price quote that they
offer in response to this solicitation. For example, if the offeror
submits a price quote of $50,000.00 at least one of the sample reports
should be a report that cost $50,000.00 to create. For each of these
reports the offeror shall provide a point of contact, current telephone
number and fax number for each client. E.1 PRICING The firm fixed price
for this requirement shall be a total of the following items: Item 1)
Cover designs (C.6.1); Item 2) Draft document layouts, designs, and
color palettes (C.6.2); Item 3) Color Comps (C.6.3); Item 4) Annual
Report Draft (C.6.4.); Item 5) Final Report (C.6.5). INSTRUCTIONS TO
OFFERORS Quotes including all pricing and samples shall be delivered to
the Patent and Trademark Office, Office of Procurement, 2011 Crystal
Drive, Suite 810, Arlington, VA 22202, Attention: Mr. Christopher E.
Zeleznik, Contracting Officer, no later than 2:00 PM (EST) on July 13,
