Value Construction Services, Maintenance and Repair Task Order
Contract(TOC). The USPFO for Kentucky is soliciting proposals for a
multiple year construction services, maintenance and repair TOC
contract. The USPFO is seeking contractors that have the capability to
complete a variety of projects that could range from a single
discipline project to a multi-discipline project. Multiple awards shall
be made for three (3) base years with two (2) option years from the
date of contract award. Option year use will be at the discretion of
the Government. Contractors must have the ability to provide full
contract administration, payroll documentation for itself and all
subcontractors on the project, material submittals, progress schedules,
progress reports and total project management from start to finish to
include full time job superintendence. All work will be accomplished at
the Air National Guard Base, 1101 Grade Lane, Louisville, Ky 40213.
Department of Labor Wage Rates as required by the Davis Bacon Act will
apply to all projects. The TOC contract will be an indefinite delivery
indefinite quantity type contract. All awards will include a five
hundred dollar ($500.00) minimum guarantee. Task orders will be awarded
to TOC contractors based on the low competitive price or a combination
of price and other factors (best value judgements) in accordance with
FAR 16.505. Task orders shall not exceed a cumulative amount of $10
million to any one contractor over the life of the contract and an
individual task order shall not exceed $1 million. Source selection
procedures in accordance with FAR 15.304 shall be utilized for the
basic TOC. The significant evaluation criteria for the basic contract
is broken in to two categories. Category I is $2,000 to $100,000, the
significant evaluation criteria listed in descending order of
importance are: (1) Project Management Ability; (2) Past Performance;
(3) Price Evaluation of Prototypical Project; and (4) Location.
Category II is $100,001 to $1,000,000 and thesignificant criteria in
descending order of importance are: (1) Project Management Ability (2)
Past Performance; (3) Subcontracting Capability; and (4) Price
Evaluation of Prototypical Project. Contractors are encouraged to
compete in one or both categories. This procurement is unrestricted.
Interested parties may obtain a copy of the solicitation package
(request for proposal) by written request, fax or e-mail, reference RFP
No. DAHA 15-99-R-0001. No telephone requests will be accepted. SIC Code
is 1542. It is anticipated that the solicitation package will be
available for distribution on or about 22 July 1999. In accordance with
DFARS 204.7302, all prospective contractors must be registered in the
Central Contract Registration (CCR) database prior to award of a
contract. Contractors may register on line through the internet by
accessing the following address: http://www.ccr2000.com or by calling
the CCR Assistance Center at 1-888-227-2423 to receive the hard copy
forms to submit for processing. This officeis not involved with the CCR
process, this must be accomplished by the individual contractor. A
pre-proposal conference will be held at the Kentucky Air National Guard
Base, 1101 Grade Lane, Louisville, Ky 40213, in the Operations Building
#400 on the 2nd floor in the Pilot's Briefing Room at 1:30 on Wednesday
28 July 1999. The agenda is as follows: 1:30-1:40 Introduction,
1:40-2:00 Brief Presentation, 2:00-2:30 Question and Answer period
followed by a tour of the Air Base. Should you not be able to attend
