This Command plans to enter into a commercial acquisition buy under the simplified acquisition threshold with Simmunition LTD, Avon, CT. to furnish 70,000 FX, 9mm, Blue, 1K [TAP No. E31 sim01-C] rounds and 20,000 FX, 9mm, Red, 1K [TAP No. E31 sim01-C]rounds. These items were the only commercial items previously tested that met the requirement for "Non-letheal Blunt Trauma Training Round" under the Military Operations in Urban Terrain -- Advanced Concept Technology Demonstration (MOUT ACTD) Requirement No. 31 (R31) as described at the MOUT ACTD Web Site: "http//:yorktown.dc.isx.com/mout/index.html". That product was the FX marking rounds (9mm) from Simunition LTD. These items will be used for our Joint Experiments and Culminating Demonstration.
