The US Army Armament Research, Development and Engineering Center, in support of PM Small Arms, has a requirement for a non-developmental item (NDI) to provide a crowd control capability for friendly forces equipped with the 40mm M203 grenade launcher. The requirement is for 2,000 Cartridges, 40 millimeter, Non-Lethal, Crowd Dispersal. The resultant contract will be a firm fixed price type for 2,000 cartridges. A Performance Specification will be used for this acquisition. Option quantities of approximately 500,000 total rounds are contemplated for this acquisition. This acquisition shall be conducted on a full and open competitive basis. The Government intends to make a contract award based upon the best value to the Government. Any prospective offeror will be required to submit 100 test samples within thirty (30) days from date of publication of the RFP, at no cost to the Government. Test samples will be subjected to technical testing and as such will be evaluated and scored in accordance with the required evaluation criterial that will be set forth in the RFP. All responses to this notice shall be done so in writing in the English language. The Government reserves the right to award any resulting contract to other than the lowest priced offeror, without discussions with any offeror, or to reserves the right to make no award, one award, or more than one award.
