Az85364 19 -- FURNISH AMPHIBIOUS EXCAVATOR STYLE DREDGE SOL 99-SQ-34-0720 DUE

to Request For Quotation No. 99-SQ-34-0720 which replaced RFQ No.
99-SQ-34-0672. This is a combined synopsis/solicitation for a
commercial item prepared in accordance with the format in FAR 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
required and a written solicitation will not be issued. Request For
Quotation No. 99-SQ-34-0720 incorporates all provisions and clauses in
effect through Federal Acquisition Circular No. 97-12. This
acquisition is Total Small Business Set Aside, the Small Business size
standard is 750 employees and the Standard Industrial Classification
code is 3531. The Bureau of Reclamation, Yuma Area Office has a
requirement for one amphibious excavator style dredge. FOB is
Destination. Delivery shall be made to the Bureau of Reclamation, Yuma
Area Office, 7301 Calle Agua Salada, Yuma, Arizona, 85364. The
amphibious excavator style dredge requirements are: 1) be able to be
transported without special conditions, variances, or use of pilot
cars; 2) be capable of being transported complete on one flatbed
trailer; 3) be capable of self loading under its own power without the
use of cranes, forklifts, or other lifting devices; 4) be capable of
digging to a depth of 17 feet; 5) have a maximum draft of 24 inches; 6)
be equipped with an optional 1 cubic yard digging bucket; 7) have the
ability to dig and hydraulically dredge, up to a minimum of 2500 feet
with 0 static head, simultaneously; 8) be powered by a diesel engine;
9) be self propelled by means of a propeller; 10) be equipped with
remote inside cab, hydraulically operated stabilizers; 11) use
biodegradable vegetable oil to operate the hydraulic system; 12) be
equipped with a rake attachment for stump and brush cleaning; 13) have
12 volt DC electrical system; 14) be equipped with navigation and
dredging lights; 15) be air conditioned; 16) be equipped with a heating
system; 17) have a hydraulically driven air compressor; 18) have a
hydraulically driven winch; 19) be equipped with American threaded
hydraulic fittings and hoses; 20) be equipped with a spill prevention
system for engine oil, hydraulic oil and fuel, 21) be operational by
one person and 22) be OSHA compliant. The successful offeror shall
deliver and have the dredge fully operational by November 1, 1999.
Deadline for receipt of quotes has been extended to close of business
Friday, July 16, 1999. Responses to this RFQ should be mailed to Bureau
of Reclamation, Yuma Area Office, Attn: YAO-3120, P.O. Box D, Yuma,
Arizona, 85366. Fax inquiries to 520-343-8568. All responsible sources
may submit a quote which shall be considered by the agency. Provisions
52.212-1, Instructions to Offerors-Commercial, applies with no
addendum. Provision 52.212-2, Evaluation-Commercial Items, applies with
the following evaluation factors and award will be based on Best Value:
technical, delivery time, past performance, and cost/price. The offeror
should provide descriptive literature that demonstrates the product's
ability to meet the minimum requirements of the specifications.
Offerors are advised to include a completed copy of the provision at
52.212-3, Offeror Representation and Certifications-Commercial Items,
with the quote. Clause 52.212-4, Contract Terms and
Conditions-Commercial Items, applies to this acquisition with no
addendum. Clause 52.212-5, Contract Terms and Conditions Required To
Implement Statutes or Executive Orders-Commercial Items, applies to
this acquisition and the additional clauses at subparagraphs 1, 5, 11,
12, 13, 14, 15, 16, 17 and 22 are applicable. No DPAS has been set.
Award will be made to the responsible offeror that provides the best
