a combined synopsis/Request for Quote solicitation for commercial items
prepared in accordance with FAR PART 12 and FAR Part 13. This
announcement constitutes the only solicitation; quotes are being
requested and a written soliciation will not be issued. The Department
of Energy, Western Area Power Administration has a requirement for
furnishing spiral wrap full tension conductor splices and joint
inhibitor compound (P/N FTCS-2150) required to complete repair on
477,000 circular mil, ACSR 24/7 conductor per following specifications:
a. Core Splices: Each individual spiral shall be galvanized steel,
arranged in subsets and gritted. b. Filler Rods: Individual rods shall
be high strength aluminum alloy, and may be arranged in subsets. c.
Outer Splice: Each individual splice shall be high strength aluminum
alloy, arranged in subsets. d. Marks: Each subset shall be color coded
to identify the ACSR conductor size and marked to show alignment of
rods. e. Identification Tag: Splices shall be tagged to show catalog
number and ACSR conductor seize. TESTS: Tests shall be preformed which
show that spiral wrap full tension splices develop not less than 100
percent of the ultimate strength and full conductivity of the conductor
with which they are to be used. Submit certified reports showing
results of previous tests of spiral wrap full tension conductor splices
identical to those furnished substitutes for test required above. This
shall be submitted to the Electrical Engineer within 10 days after
award of contract. Mail to Western Area Power Administration, Attn:Fred

of manufacturer's installation for spiral wrap full tension conductor
splices to the Contracting Officer's Representative within 10 days
after award of contract to: Western Area Power Administration, Attn:
Virgil Downing (J5600), P.O. Box 3700, Loveland, CO. 80539-3003.
Materials shall be equal to Helical Line Products Co., Avon Lake, OH.,
or Preformed Line Products, Cleveland,OH 44101, or Dulmison,
Lawrenceville, GA 30043. Deliver to Casper Field Office, 5600 Poison
Spider Road, Mills, WY. 82644, during the hours of 8am to 4pm Monday
thru Thursday. Required two weeks notice prior to delivery, call
307.261.5775. Contractor will be responsible for unloading. Critical
delivery date of 8/27/99 is required. This is 100% set-aside for small
business, SIC 3612, size standard 750, FSC 3612. This is the
soliciation announcement no further information is available. Offeror's
shall supply technical description of item being offered in sufficient
detail to evaluate compliance with the requirements in solicitation
and terms of warranty of items being offered. Solicitation provisions
