This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 53SBNB960122 is being issued as a request for quotation (RFQ) using simplified acquisition procedures. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-11. This acquisition falls under Standard Industrial Classification (SIC) Code 3826 and the related size standard is 500 employees; however, this acquisition is unrestricted. The National Institute of Standards and Technology's (NIST's) Fire Safety Engineering Division has a requirement for a Gas Analyzer which will be used by the Large Fire Research group within the Building and Fire Research Laboratory (BFRL) at the National Institute of Standards and Technology (NIST) conducting full-scale fire experiments in the Large Fire Research Facility (Building 205) at NIST and in the field. During the fire experiments, the exhaust gases from the fires will be monitored to determine potential toxicity and calculate heat release rate. The equipment to be obtained through this solicitation will be used in these experiments to measure oxygen, carbon dioxide, and carbon monoxide. The Contract Line Item Numbers (CLINs), quantity and unit of measure are as follows: CLIN 0001, Gas Analyzer meeting the minimum technical specifications listed below, two (2) each; and CLIN 0002, Oxygen Analyzer meeting the minimum technical specifications listed below, one (1) each. The minimum specifications for CLIN 0001 are as follows: 1) Non-dispersive infrared photometry technology; 2) Separate reference/sample cells for carbon monoxide and carbon dioxide (dual optical benches); 3) Four measuring ranges: CO: a) 0 to 3 % (volume); b) 0 to 5 % (volume); c) 0 to 10 % (volume); d) 0 to 30 % (volume). CO2: a) 0 to 5 % (volume); b) 0 to 10 % (volume); c) 0 to 30 % (volume); d) 0 to 50 % (volume); 4) External range identification which is accessible to data acquisition system; 5) External range selectability which is accessible to data acquisition system; 6) Sample gas flow less than or equal to 0.5 liter per minute; 7) Digital Display in volume percent, 4 digit minimum with user selectable decimal place; 8) Display Response time (T90 value) to concentration changes user selectable and less than or equal to 4 seconds; 9) Analog Output: linearized, 0 -- 10 volts DC or 4 -- 20 mA DC, isolated; 10) Repeatability: plus or minus 1% of full scale value; 11) Stability of zero value: plus or minus 1.0% of span /week; 12) Stability of span value: plus or minus 1.0% of span/week; 13) Noise: less than 0.03% (CO) less than 0.05% (CO2); 14) Internal pressure sensor for correction of variations in atmospheric pressure; 15) User selectable damping: 0-60 seconds; 16) Time to purge analyzer: less than 5 seconds; 17) External analyzer fault display or identification which is accessible to data acquisition system; 18) Warm-up time greater than or equal to 30 minutes 19) Power supply: 115 volt, 60 Hz operation; 20) Rack mount, 19" wide standard rack; 21) Eight binary inputs and eight binary outputs for triggering of calibration via data acquisition system; 22) Compatible with IBM-PC data acquisition board (16 bit, 16 channel, 12 kHz) or Hewlett Packard HP-3495A Scanner Box (GPIB IEEE-488); 23) Compatible with HP-VXI Protocol (HP E1401B data acquisition system). The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors in descending order of importance shall be used to evaluate offers: 1) Technical capability to meet or exceed the Government's technical specifications; 2) Warranty period; 3) Past Performance; 4) Delivery Time; and 5) Price.
