This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. N68936-99-R-0147 is issued as
a request for proposal. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-11. The Naval Air Warfare Center Weapons Division, China
Lake, CA intends to procure one (1) Software Debugger and Performance
Measuring System (SDPM). The system shall provide real time software
debugging and performance measuring capability for the F/A-18 Mission
Computer (MC). The AN/AYK-14 mission computer was designed by Control
Data Corporation and is used in the F/A-18 aircraft. The specific
F/A-18 MC targeted for instrumentation with the Software Debugger and
Performance Measuring (SDPM) system is known as the AN/AYK-14 (v),
XN-8, VPM-25B. The XN-8 computer contains (2) two VHSIC Processor
Module (VPM) CPUs and (6) six MIL-STD-1553 DSMs. The SDPM system must
interface with (2) VPMs and (2) DSMs in the XN-8 configuration. The
SDPM must provide an off-the-shelf capability to non-intrusively
monitor the MC in real time and allow simultaneous bus monitoring of
two buses. Non-intrusive is defined for the purpose of this
specification as a device that provides the capability described above
without the use of the target computers memory, registers, or CPU. The
SDPM shall not inject wait states, cycle stealing, or affect software
timing or sequencing during the monitoring function. The SDPM system
must provide the capability to monitor (2) two MC configurations
simultaneously. All channels being monitored will use a common time
stamp to allow correlation of data collected from multiple channels
and/or multiple bus channels. The SDPM system must include the all
hardware, modules, and cables necessary to perform testingof the
AN/AYK-14, XN-8, VPM-25B computer. Capabilities that must be provided
are: symbolic debugging, automated symbol table translation, trace,
performance profiling, selective data logging, and event detection. The
device must also provide the capability to time tag events and provide
statistics of back plane traffic usage. Test setup, control, and
post-run analysis should be accomplished with a symbolic user interface
to increase user productivity. Graphical analysis software should be
provided to plot variable data and profile bus traffic quickly and
easily. Detailed minimum requirements are: Modes of operation -- Real
time display of specified variables; continuous recorded trace of user
specified events; delayed triggering for pre, center, and post trigger
events; ability to record and display which code and data locations
were accessed during the testing. Real-time for the purpose of the
specification is defined as testing that provides immediate response to
events and display results to the testeras the events occur. The SDPM
must be capable of a sustained recording rate of more than 40,000
events per second during the log mode. The unit must be capable of
recording up to 250 unique addresses and provide the capability to
trigger on the nth occurrence of an event, the difference count between
two events, the delta time between two events or the elapsed time from
one event. The device must have provisions to execute user specified
actions upon the occurrence of the conditions described in the
preceding sentence. The contractor shall provide a user's manual which
gives adequate instructions for installation, operation and routine
maintenance. The contractor shall provide all software necessary to
enable the system to perform in accordance with the above
specifications and requirements. The contractor shall provide any
standard commercial warranty for the above described device. Interface
specifications must comply with those described in MDC-A3818 F-18
Avionics Multiplex Design Specifications dated 15 March 1976, MDC-A5690
F-15 Avionics Specification Commensurate with MIL-STD-1553B dated 21
Sept. 1978. Delivery shall be made FOB Destination 60 days from date of
award to the following address: COMMANDER, Code 457100D, Bldg. 20291,
1 Administration Circle, China Lake, CA 93555-6100. The provisions at
52.212-1 applies to this acquisition. Past performance information
should be submitted with proposal and include recent and relevant
contracts for the same or similar items and other references (including
contract number, points of contact with telephone numbers and other
relevant information). Offerors shall include a completed copy of the
provisions at FAR 52.212-3 and DFARS 252.212-7000. FAR clause 52.212-2
applies to this acquisition. The evaluation factors included in
52.212-2(a) include Technical, Price, and Past Performance. FAR clause
52.212-4 and 52.212-5 (52.203-6, 52.219-8, 52.222-26, 52.222-35,
52.222-36, 52.222-37, 52.225-3, 52.225-18, 52.225-19, 52.225-21,
52.222-33, and 52.247-64), and DFARS 252.212-7001 (252.225-7001,
252.225-7012, 252.225-7014, 252.225-7015, 252.225-7036, 252.227-7015,
252.227-7037, 252.243-7002, and 252.225-7014), and 252.212-7004 apply
to this acquisition. The closing date for this solicitation/synopsis is
30 days from the date the solicitation/synopsis appears in the CBD. If
