The National Park Service, Harpers Ferry Center, is issuing a
pre-solicitation/sources sought notice for a multiagency uniform supply
contract to be awarded on June 30, 2000 with contract performance
beginning in Fiscal Year 2001. The phase in/out period will occur
during July 1, 2000 through September 30, 2000, with the contract
beginning on October 1, 2000. The annual uniform requirements of the
National Park Service, the U.S. Fish and Wildlife Service, and the
Natural Resources Management element of the U.S. Army Corps of
Engineers will be fulfilled by this contract. In addition, the contract
may include uniform requirements for an additional 150 personnel from
another agency. Included is a complete range of dress and work
uniforms, footwear, headwear, outerwear, emblems, and accessories, all
manufactured to detailed design specifications of the three agencies.
The total number of uniformed personnel to be covered is approximately
24,000. Uniform shipments are nationwide and offshore. The work will
require design and operation of an automated data system to service,
track and report on the uniform allowance, issue, and payment systems
of the three agencies, including Government payment allowances and
employee personal purchases. The system must record all uniform
transactions, sizes, names, locations, and a number of other data for
all employees and furnish a variety of reports at several management
levels of the agencies. The entire requirement must be up and running
at full capacity on the contract start date. Federal Acquisition
Regulation, Clause Number 52.225-09, Buy American Act -- Trade
Agreements Act -- Balance of Payment Program will be included in the
solicitation. Potential contractors should submit letters of interest
with company annual reports, brochures, relevant experience, and
