Cunningham (202) 305-7254 INTENT: Federal Prison Industries, Inc (FPI)
is seeking proposals for new products and/or service arrangements that
would be sold to federal agencies and produced by FPI in alliance with
the successful offerors. FPI is interested in entering into agreements
with private sector firms to produce any of a variety of products
and/or services, using federal facilities and federal inmate labor. FPI
will consider all reasonable proposals for new services that support
FPI's mission. Any agreement that constitutes a joint venture will be
negotiated on a case-by-case basis. Description of Federal Prison
Industries: Federal Prison Industries, Inc. (FPI), which operates under
the trade name UNICOR, is a wholly-owned Government Corporation within
the Department of Justice, under the Federal Prison system. The
Corporation was created by Congress in 1934, and provides employment,
education, and training opportunities to inmates under federal custody.
FPI operates more than 100 factories at 66 locations. FPI's
productlines are extensive and include over 175 separate products and
services sold exclusively to federal agencies and the Department of
Defense. FPI's mission is to employ and provide skilled training to the
greatest practically number of inmates in federal correction facilities
necessary to ensure the safe and secure operation of such institutions,
and in doing so, to produce market priced, quality goods and services
in a self-sustaining manner that minimizes potential impact on private
sector business and labor. Examples of services and facilities that
may be provided by FPI: FPI may provide the following resources, (a)
The physical facility to include, factory square footage space,
together with adequate lighting, ventilation, heating, restrooms,
offices, telephone connections, cabling for computer applications, and
other requirements conductive to the operation, that can be further
designated in agreements between the parties. The Contractor may
operate on an 8-hour, 16-hour, or 24-hour basis of one or more shifts,
as needed to provide requisite manpower or customer service levels.
(b) Inmate labor. (c) All utilities, water, telephone service, cleaning
and janitorial services. (d) All tables, chairs, desks, workstations,
shelving, bins and other items necessary and appropriate for the
physical setup at the operation. (e) Computers, software, printers,
interface equipment and supplies necessary for the operation of and
connection to computer equipment. (f) Administrative service such as
employment records for all inmates, compliance and reporting with all
government agencies as may be required for employment of inmates,
distribution and payroll services for all inmate wages paid. (g)
Training as needed for all civilian employees of the contractor,
including training in civil service matters, safety and security
matters, etc. (h) Security for the safety and well-being of all on-site
contractor personnel. (i) Limited marketing and sales support. Examples
of services and equipment the contractor may provide: (a) Machinery and
equipment necessary to provide the service. (b) On-site management as
may be necessary for day-to-day operations. (c) Computer equipment
and/or software as may be specified by the contractor for the efficient
operation of the enterprise. (d) Payroll, billing and accounting
services as may be reasonable for the efficient operation of the
enterprise, excluding inmate payroll. (e) Marketing and sales support.
(f) Pre- and post-sales support. (g) Business, product and/or service
developmental plans, etc. Payment for services: Payment for services
will be negotiated between FPI and the offeror/contractor, and may any
of a number of models, including sum dependent upon the volume of
service provided, a percentage of total net revenue, or some variation
typically seen within joint venture arrangements. Miscellaneous: FPI
reserves the right to accept or reject proposals received. This notice
fulfills FAR Part 5 publication requirements for individual proposals
received and meets CICA requirements. Therefore, the intent is to
enter into negotiations and/or to contract for new products and
services in response to this announcement, and may not be published
