The U.S. Environmental Protection Agency (EPA) intends to negotiate on a Sole Source basis, under the authority of FAR 6.301, with Center for Waste Reduction Technologies. The contractor shall provide nonpersonal services required for the update of the document, "Current and Potential Future Industrial Practices for Reducing and Controlling Volatile Organic Compounds", by Nik Mukhopadhyay and Edward C. Moretti. This update shall include an emphasis on VOC recovery and pollution prevention options, in addition to traditional control approaches. The updated document will be distributed by the contractor to the user community. Services shall be performed within a six month period from the award of the contract.
