(505) 863-8252 The Bureau of Indian Affairs, Navajo Area Office,
Gallup, New Mexico intends to make multi-awards for Architect-Engineer
Indefinite Delivery/Indefinite Quantity contract for services of a
general and specialized contractor-environmental services support to
address routine and emergency situations for many government
owned/operated facilities within the Navajo Reservation in Arizona, New
Mexico, and Utah. This prospectively Firm Fixed-Price contract will
consist of delivery orders requiring various services. This acquisition
is set-aside for 51% Indian-owned and Controlled firms under the Buy
Indian Act, 25 USC 47. Joint Ventures are not acceptable and Indian
firms will be required to have business offices within 600 miles of
Gallup, New Mexico. Specific statement of work and services required
will be issued with each delivery order. Work subject to negotiation
under each delivery order shall not exceed $100,000. Selection and
evaluation criteria will include the demonstrated ability to provide
servicesincluding, but not limited to planning, investigating,
evaluating, recommending and designing processes under the following
statutes: Environmental (40 CFR), Health and Safety (29 CFR) and
Transportation (49 CFR) operations. Typical Assignments will be I.
Investigations : (1) Compliance Audits (multi-regulation) of federal
facilities, schools, quarters, admin centers, support centers, etc.;
(2) Process Audits, engineering reviews of mechanical processes, (ex.
Sand and Gravel operations at Houck, Arizona); (3) Levels I and II
Environmental Assessments (Property-Transfer Assessments) as defined by
ASTM E1527 and E1903, BIAM 54 and 602 DM; (4) Environmental Impact
Statements, Environmental Assessments and Categorical Exclusions as
defined by the National Environmental Policy Act (NEPA); (5)
Multi-media sampling, i.e., soil, water-both surface and ground water,
air-unknown atmospheres, asbestos, ACBM, unknown wastes, off-spec
products, suspected mercury, lead based paint (both lab and XRF),
PCB's, pesticides, dioxins, etc. (SW-846); (6) Analytical services for
all in E above (SW-846); (7) Remedial Investigations as defined by 40
CFR 300, et seq.; (8) Corrective Action studies as specified in RCRA,
40 CFR 264/265; (9) Cost studies, to include those for corrective
actions and remedial construction; (10) RCRA Facility Investigation
defined by 40 CFR 264; (11) Corrective Measures Studies as defined by
40 CFR 264; (12) Detection Monitoring Studies as defined in 40 CFR 264,
subpart F; (13) Site Characterizations, to include land surveying,
under any statute; (14) Landfill Investigations; (15) Landfill
Monitoring, annual stability and media, 40 CFR 258; (16) Performance of
AHERA Three-year Inspections and re-inspections 40 CFR 763; (17)
Preparation of amendment of AHERA O & M Plans, 40 CFR 763; (18) Studies
related to Drinking Water, i.e., source, systems analysis, filtration,
maintenance, and analytical; (19) Radon Investigations. II. Remedial
Actions/Corrective Actions -- Deliberative: (1) Remedial Actions as
defined by 40 CFR 300, et seq.; (2) Corrective Actions as defined by 40
CFR 264/265; (3) Preparation of designs and specs related to remedial
construction; (4) Design and supervise landfill closure
plans/alternative closures per 40 CFR 258.60 and guidance in
Site-Specific Flexibility Requests for Municipal Solid Waste Landfills
in Indian Country; (5) Preparation of petitions for alternative
closure designs, EPA530-R-97-016; (6) Design and construct secondary
containment systems, 40 CFR 110,112; (7) UST and AST closures to
include the plan, permits, notifications, removal and
disposal/destruction per Navajo Nation UST Act; (8) Glove-Box abatement
of ACBN; (9) Prepare and execute Radon mitigation plans; (10) Design
and perform Level III Environmental Assessments (Property-Transfer
Assessments); (11) Prepare specialized permit applications, ex. Land
treatment units, NPDES, 401, 404, etc. III. Certifications/Critiques:
(1) PE certification of completion for actions conducted by third
parties; (2) PE certification of designs and specs for remedial
construction conducted by BIA forces or contractors without a PE on
staff; (3) CIH certification of evaluations of human exposure in
emergency responses; (4) Prepare Tier II reports under SARA Title III
and Tribal Reporting Forms under RCRA; (5) Review and critique, by
appropriate experts, of reports prepared by third parties; (6)
Preparation, amendment and certifications of Spill Prevention Control
and Countermeasures Plans (40 CFR 110,112); (7) Preparation, amendment
and certifications of Standard Operations Plans (SOPs); (8)
Preparation, amendment and certifications of Contingency Plans; (9)
Respirator Fit Testing and Certification for BIA employees. IV.
Emergency Responses: (1) Oil Pollution Prevention-Phase 1 (Discovery),
Phase 2 (Preliminary Assessment and Initiation of Action), Phase 3
(Containment, Countermeasures, Cleanup and Disposal) and Phase 4
(Documentation) in accordance with National Contingency Plan, 40 CFR
300.300 -- .315; (2) Hazardous Substance Response-Discovery or
Notification (40 CFR 300.405), Removal Evaluation (40 CFR 300.410),
Removal Action (40 CFR 300.415), Remedial Site Evaluation (40 CFR
300.420) -- Preliminary Assessment and Site Inspection, Remedial
Investigations/Feasibility Studies (40 CFR 300.430), Remedial
Design/Remedial Construction/O&M per 40 CFR 300.435.; (3) Response to
situations considered Immediately Dangerous to Life and Health (IDLH)
and/or an Imminent and Substantial Endangerment from release of
mercury, PCBs, asbestos (NESHAPS), LPG, chlorine gas, hydrogen sulfide,
etc., Perform abatements of these substances. (V) Experience or
projects relevant to educational entities or facilities; Past
Performance: Past performance ratings on government contracts and
private industry as to cost control, quality of work and compliance
with schedules; Accessibility of contract: Project office must be
convenient to Gallup, New Mexico must be manned during the core hours
