combined synopsis/solicitation for a commercial service prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
F08602-99-T1821, request for quotation. This solicitation incorporates
provisions and clauses as those in effect through Federal Acquisition
Circular 97-12. The standard industrial code (SIC) is 8713, Surveying
Services, the size standard of which is $2.5 million in annual
receipts. This procurement is unrestricted in accordance with the Small
Business Competitiveness Demonstration Program. This is a request to
provide all labor, materials, equipment, supplies, transportation and
supervision required to perform a complete Initial Roads and Parking
lots Pavement Condition Index (PCI) survey and report at the location
indicated above and in the contract documents. Principal Features of
Work: PCI survey and Report: A complete Initial Roads and Parking Lots
PCI survey and report shall consist of the following work elements and
products: The Contractor shall establish/coordinate pavement features
and sections in accordance with roadway construction history, usage,
traffic area, and pavement type. Where available, the latest
construction history compiled by the Air Force Civil Engineering
Support Agency (AFCESA), or any of its predecessors and the Base Civil
Engineer (BCE) will be utilized. Pavement types used to develop the
final report shall match those found in the AFCESA or BCE construction
history. If BCE, AFCESA or predecessor construction history is not
available, a construction history consisting of the original
construction date(s), pavement type, pavement thickness, overlays,
replacements, major repairs, usage and traffic area must be developed
from locally available information and data. U. S. Army Construction
Engineering Research Laboratory (CERL) and MicroPAVER nomenclature will
be utilized for all data input and output. If, during the process of
completing this survey, additional samples are required, they will be
categorized as _additional_ samples rather than random samples. The
contractor shall mark pavement at location of samples to be surveyed by
painting the corners of each sample and the sample number or identifier
at each corner location. The Contractor shall perform a visual
inspection of the pavement at each marked sample location. Distresses
observed shall be noted indicating the type and severity of each
distress. Types and severity of distresses noted and reported shall be
in accordance with the following field manuals: _Paver, Concrete
Surfaced Roads and Parking Lots, Pavement Condition Index (PCI) Field
Manual, U.S. Army CERL_, and _Paver, Asphalt Surfaced Roads and Parking
Lots, Pavement Condition Index (PCI) Field Manual, U.S. Army CERL_. At
a minimum, sufficiency of sampling shall be checked daily to assure
that progress is being adequately maintained. _Sufficiency_ shall be
determined by output of MicroPAVER Program. The contractor shall
develop a _Data Quality Control_ program that will be and utilized on
a continuous basis to assure accurate data input into the MicroPAVER
program. Any errors, discrepancies or suspicious findings will be
investigated and/or corrected immediately. A pre-performance conference
will be conducted prior to the start of site work and an exit briefing
will be conducted at the completion of site work. Briefing content,
location and attendees will be coordinated with appropriate base
personnel. Final PCI Report: A final PCI Report will be developed
reflecting pavement conditions based on a MicroPAVER evaluation of the
field collected data. This final report shall include the following
MicroPaver reports and sections: 1. Executive Summary of Inspection
Results; 2. PCI Report; 3. Inspection Report [Feature/Section]; 4.
Brief synopsis of roads and parking lots construction history; 5. Color
photographs representative of all features and sections and any area
requiring specific attention or as requested by BCE; 6. Copies of field
sample sheets; 7. One set of 11_ x 17_ roads and parking lots drawings
showing the same information as the full size set identified below in
this statement of work; 8. A report showing the minimum expenditure
per year on roads and parking areas. The user will provide local costs
and budgetary information. The minimum expenditure will be based on a
PCI, which is constant or increasing over time and an unfunded cost
which does not increase over time; 9. A five year maintenance program
for the base roads and parking areas on MacDill AFB based on minimum
expenditure per year found in item (8) above and a 3% annual inflation
rate based on local costs provided by the user. The final PCI Report
shall also include a full size (34_ x 30_) set of AutoCAD drawings on
vellum, showing all roadway and parking lot pavements surveyed;
location, number/ID and shape of all samples surveyed; all features and
sections andtheir boundaries; and slab layout. A cover sheet including
an index of drawings and a second sheet containing an overall plan
layout of the roadways and parking lots showing the location,
boundaries, and identification of all features and sections will also
be included in each drawing set. An IBM formatted 3-1/2_ floppy
diskette containing a complete set of roadway drawings in AutoCAD
Release 14 and SourceView showing all the required data and information
indicated in this statement of work shall be provided as part of the
final report. General: The work shall normally be accomplished during
standard 8-hour work day 0730 to 1630 hours, Monday thru Friday,
excluding Federal legal holidays. However, to take advantage of lower
traffic levels, the contractor may at its own desecration, start
earlier, work later and work on weekends. Any change from the standard
8-hour day shall be coordinated with the Contracting Officer. The
contractor shall comply with all Air Force, Local, State and Federal
environmental rules, regulations and laws for the protection of the
environment. All reasonable quantities of utilities will be made
available to the contractor without charge. All survey personnel will
adhere to and be cognizant of all applicable safety guidelines and
procedures. Safety vests and other required safety equipment will be
worn and utilized during sample layout and analysis operations.
MicroPAVER version 4.1, or the current released version, as developed
by the U.S. Army Corps of Engineers, will be utilized in the
development and evaluation of field data and in the production of all
reports. Drawing scales used shall be those that best completely
portray and illustrate the intended representations. All FAR clauses

Contractor Registration (CCR) will make an offeror ineligible for

shall be evaluated for fair and reasonable price, and satisfactory past
performance record. Award will be made to the responsive, responsible
offeror that provides the best overall value to the government. The
