Contract Specialist, (214) 767-5008 The Federal Bureau of Prisons seeks
to negotiate a firm-fixed price contract for Architect-Engineer
Services to provide the design of upgrading the utilities at the
Federal Correctional Institution, Big Spring, Texas. The successful
contractor will be required to provide architectural, civil,
mechanical, electrical, structural and other related services for
design, production of construction documents, bidding, and construction
administration for the project. The resulting Architect-Engineer
contract will include a base requirement for upgrading the Water
Distribution System with one option for upgrading the Natural Gas
Distribution and provision of Standby Emergency Power Generation
System(s). The total estimated construction cost for these projects is
between $1,000,000 and $5,000,000. Consideration for selection of the
firm will be based upon the following criteria: FIRMS CAPACITY AND
ORGANIZATION (Size and make-up of the firm and consultants and
available personnel by discipline); PROPOSED PROJECT TEAM AND
ORGANIZATION (Key personnel and consultants an professional
qualifications and relevant experience -- individually and as a team);
EXPERIENCE AND PERFORMANCE (Experience of the firm's project team and
consultants with projects of comparable size and complexity). Firms
are not required to have experience with correctional facilities.
Consideration will be limited to firms licensed to practice
Architecture and Engineering in the State of Texas, and whose primary
office is located within a 150 mile radius of the Federal Correctional
Institution in Big Spring, Texas. Applicants must respond to the above
criteria by submitting Standard Forms 254 and 255 as well as any other
supplemental data (firm brochures, photographs of work, etc). The
initial evaluation of interested firms will be conducted by evaluating
submittals in accordance with the specified criteria. The data must be
concise and address the specific categories. Submittals must be
addressed to the individual and location listed above and received by
