combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation (a written solicitation will not be
issued). Offers are being solicited. The Request for Proposal number is
99HQSS0032. The RFP in a more legible format will be faxed upon
request. Any amendments to this solicitation will be published only in
the CBD; (b) this solicitation applies and incorporates provisions and
clauses in effect through Federal Acquisition Circular 97-11; (c) This
acquisition is for Lotus Notes R5 Test Pilot Implementation End-User
Training. The following four classes: (1) Introduction to Lotus Notes
Mail; 1 day; shall include a short section on Notes Basics, but 90%
shall be a basic introduction to using Notes Mail and shall include, at
a minimum: Starting and working with Lotus Notes, Using the workspace
and navigation pane, Using the Notes mail database, Previewing and
reading mail, Navigating through open messages, Previewing the parent
message, Creating new messages and replying to messages, Forwarding
messages, Using the public and personal address books, Name Completion,
Sending and saving messages, Accessing the edit mode, Formatting using
the text InfoBox, text, and paragraphs, Applying a style, Using spell
checking, Creating links, Viewing, launching, detaching, and creating
attachments, Working with views, Creating and using folders, Finding,
printing, and deleting messages, Setting page parameters (headers,
footers, etc.) Using delivery options, Creating and using individuals
and groups in personal address book, Setting mail preferences, Setting
user preferences, Archiving mail, Using a User Id (using another
PC),Creating and using a signature block, Using Help, Using Guided
Tour, Web Interface Quick Demo; (2) Using Lotus Notes Calendaring and
Scheduling -- day; shall include, at a minimum: Using the Calendar and
Scheduling views; Changing the format of the Calendar view; Turning to
a different calendar page; Displaying time slots; Opening and
previewing a calendar entry; Printing calendar entries; Adding entries
to your calendar; Modifying calendar entries; Deleting calendar
entries; Using alarms; Using NotesMinder; Using the To Do view;
Assigning a task to yourself and/or others; Responding to task
assignments; Requesting a task be reassigned Scheduling group meetings;
Inviting others to a meeting; Finding free time; Reserving resources;
Accepting, declining, and delegating a meeting invitation; Managing
responses; Autoprocessing meeting invitations; Setting up a calendar
profile; Creating reminders, events, anniversaries; Adding Holidays;
Creating a repeating meeting, event, task, or reminder; Setting
Preferences; Calendar Delegation; Accessing someone else's calendar;
Creating and viewing group calendars; (3) Lotus Notes Mail Mobile User
-- day; shall include at a minimum: Defining Replication; Becoming a
mobile user; Setting up Remote Access; Setting up ports and modems;
Creating server connections; Creating and using location documents;
Working disconnected from the Network; Creating a replica; Replicating
Mail and free time schedules; Creating a local mail database and
outgoing mailbox; Optimizing Replication; Initializing, customizing,
and scheduling Replication; Setting up and using the Replicator page;
Creating call/hangup entries; Using high priority; Using the public and
personal address books; Difference between the Domino Directory and
Catalog; Securing your local mail; (4) Web Interface for Lotus Notes
Mail shall include all applicable topics from previous classes. (5) The
classes shall be taught at the vendor's facility in or around the
following locations. Line Item 0001 Gainesville, FL for 48 students
(classes 1 and 2 each for all 48; option for class 3 for 15 people);
Line Item 0002 Lafayette, LA for 158 students (classes 1 and 2 each for
all 158; class 3 for up to 60 people); Line Item 0003 Laurel, MD for 50
students (classes 1 and 2 each for all 50; class 3 for 15 people); The
same classes shall be taught optionally at the vendor's locations or
at the Government site at the following locations (include pricing for
both options in the offer): Line Item 0004 Woods Hole, MA for 23
students (classes 1 and 2 each for all 23; class 4 for 15 people). Line
Item 0005 Fort Collins, CO for 40 students (classes 1 and 2 each for
all 40); Line Item 0006 Denver, CO for 58 students (classes 1 and 2
each for all 58; classes 3 and 4 each for 30 people); Line Item 0007
Menlo Park, CA for 12 students (classes 1, 2, 3 and 4 each for all 12);
and (d) The vendor shall supply the Domino/Notes server and configure
each workstation or specify how Government-furnished equipment is to be
configured and set up for Line Items 0004, 0005, 0006 and 0007. (e)The
vendor's offer shall include the price of an optional portable
classroom equipment set-up for Line Items 0004, 0005, 0006 and 0007.
(f) Delivery of all classes shall start July 26, 1999 and shall be
completed by August 7, 1999; (g) Firms responding are advised to
include a completed copy of the provision at FAR 52.212-3 Offeror
Representations and Certifications-May 1999 with its offer. As an
addendum to this solicitation, a copy of FAR 52.212-3 and 52.225-1 is
available from the Contracting Officer in addition to the full text
version of the following provisions and clauses; (h) The following FAR
provisions apply to this solicitation: 52.21-1,
Evaluation-Instructions to Offerors-Commercial Items-Aug 1998, 52.212-2
Evaluation of Commercial Items (JAN 1999). The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. The selection
procedures in FAR 15.3 will be followed. Multiple awards may be made.
The following factors, which are all equal in importance, shall be used
to evaluate offers: Factor 1. Experience in providing the same or
similar training required; Factor 2. Technical -- Compliance with
specifications; Factor 3. Past Performance. Provide three of your most
recent references for this type of training. Factor 4. Capability to
Deliver by Required Due Date -- A offer which does not specify delivery
between July 26 and August 7, 1999 may be eliminated from further
consideration. Factor 5. Availability of Vendor's Facility for Training
-- An offer must specify that the vendor's facility will be available
for the training at all of the required sites. The closer the vendor's
facility to the required sites, the higher an offer will be rated.
Experience, technical compliance with specifications and past
performance, when combined, are significantly more important than cost
or price; (i) 52.212-4 Contract Terms and Conditions-MAY 1999 and the
following additional FAR clauses which are cited in clause FAR
52.212-5 Contract Terms and Conditions Required to Implement Statutes
and Executive Orders-Commerical Items Contract-AUG 1999 are applicable
