The National Oceanic and Atmospheric Administration (NOAA) has a requirement for a dedicated Internet connection at the National Climatic Data Center (NCDC), Asheville, NC. The Internet connection uses a dedicated circuit for the communications portion of the service. The dedicated circuit is routed from the NCDC LAN to a router at the provider's facility that is directly connected to the backbone of the National Science Foundation (NSF) Net. There shall be a maximum of one hop from the NCDC LAN to the NSF Net backbone. At the NCDC LAN end of the connection, the service is connected to a Cabletron SmartSwitch Router 8000. The contractor shall be required to provide and install a T3/DS3-compatible CSU/DSU and connect the CSU/SDU to the SmartSwitch router via an existing Cabletron cable. The T3/DS3 connection shall have an initial bandwidth of 6Mbps at a Committed Information Rate (CIR) of 3Mbps (1/2 CIR). The contract will include options for future increases to the bandwidth up to 45Mbps priced in 3Mbps increments. The connection to the Internet shall be at a network Operations Center (NOC) which shall be staffed 24 hours per day, seven days a week, and be able to provide for immediate access to the connection equipment and trouble-shooting by trained technical staff. The contractor shall provide TCP/IP mail, file transfer, news transfer, and virtual terminal access services to the Internet. The contractor shall also provide preventative and remedial maintenance on all equipment installed by the contractor. Remedial maintenance shall begin within four (4) hours after notification that equipment or software is inoperative. On- call maintenance shall also be provided with response time of eight (8) working hours. Resident on-site maintenance is not required. The period of performance for the connection, services, and maintenance will include a base period beginning upon acceptance of the equipment after installation through 9/30/00 with options for four (4) additional one-year periods.
