Standards and Technology (NIST) intends to enter into a sole source
contract with Siemens Building Technologies, Inc., Landis Division,
11800 Baltimore Avenue, Beltsville, MD 20705, under the authority of 41
U.S.C. 253(c)(1) -- Only one responsible source. The Contractor shall
provide maintenance service for the Siemens Energy Management System in
Building 227 of the NIST facility in Gaithersburg, Maryland. The list
of system equipment to be maintained is as follows: (A) Insight APOGEE
software, 2 each; (B) Modular Building Controllers, 24 each; (C)
Expansion Panels, 4 each; and (D) Digital Point Unit, 1 each. The
Contractor shall perform monthly on-site inspections and shall provide
documentation of each inspection via submission of a written report to
designated Government personnel within five days of each inspection.
Between preventive maintenance calls, the Contractor shall provide
emergency service. Period of performance is anticipated to be for a
base year and four option years. The proposed contract action is for
services for which the Government intends to solicit one source under
the authority of FAR 6.302-1. Siemens Building Technologies is the only
known source with the technical expertise and spare parts availability
to provide the degree of support required to minimize equipment
downtime. As the original equipment manufacturer and installer of the
Building 227 Energy Management System, Siemens is able to provide
product-specific service performed by skilled experts and prompt
spare-parts service, which will ensure that system operation remains
efficient and uninterrupted. This notice of intent is not a request for
competitive proposals. However, all proposals received within 15 days
of the publication date of this synopsis will be considered by the
Government. A determination by the Government not to compete the
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
a competitive procurement. Written responses shall contain sufficient
documentation to establish a bona fide capability to fulfill the
