issue a sole source purchase order using simplified acquisition
procedures to Johns Hopkins University. They will provide services to
evaluate the factors that affect the performance of Self-Monitoring
Blood Glucose Devices (SMBG). The work to be performed includes
preliminary studies on 1. factors that affect the SMBG devices; 2.
various glucose concentration that affect the performance of the SMBG
devices in spiked whole blood; 3. reliability study of the SMBG device
based on the method comparison using in-patient whole blood. This
notice is not a request for quotations; however, interested parties may
identify their interest and capability to satisfy the government's
requirement in writing no later than 2:00 p.m. on July 26, 1999. The
SIC code is 8221. A determination by the Government not to compete this
proposed purchase order based upon responses to this notice is solely
within the discretion of the contracting officer. A solicitation
