towards businesses registered under the Small Business Administration
(SBA) Section 8(a) Program that feel they are capable of providing
technical engineering support services for the Naval Air Warfare Center
-- Aircraft Division (NAWCAD), Electromagnetic Environments (EME)
Branch. These support services include system engineering,
facility/system development, operation and maintenance, configuration
control, and direct fleet support. The EME Branch is responsible for
developing and operating a range of Electromagnetic Environmental
Effects (E3) facilities, systems, equipment, and software in support of
DOD, commercial, and foreign military sales (FMS) E3 projects for
development, operation, maintenance, test and evaluation of aircraft,
and other systems. The requirement includes development, enhancement,
and operations and maintenance (O&M) support of the above operations of
the EMP simulation facilities. These facilities are comprised of the
Naval Aircraft Vertical Electromagnetic Pulse (EMP) Simulator and the
Horizontally Polarized EMP Simulator. The anticipated personnel include
Senior Pulser Engineer, Senior Pulser Engineering Technician VI, and a
Pulser Engineering Technician IV. Anticipated SIC code is 8711. It is
requested that interested parties submit a capabilities documentation
(under 20 pages), related past performance data (past 5 years, under
5 pages), and general corporate information (incl. 8(a) status).
Capabilities documentation shall address plans for compliance with FAR
clause 52.219-14, Limitations on Subcontracting. A draft statement of
work is available to interested parties, upon request. Questions,
comments, and/or requests for the draft SOW shall be submitted to Karen
Johnston, as directed below. Capability documentation shall be
submitted no later than 26 July 1999, to the Contracts Department, Attn
