NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER Notice of intent to negotiate and award a sole source purchase order under the Simplified Acquisition Procedures (SAP) with Compusult, Ltd. for Meta Manager software, software development, and support services. A determination not to compete this proposed contract has been made since this software product is endorsed by the Federal Geographic Data Committee (FGDC) for use with Oracle databases that contain spatial metadata and is the only known software product that will enable EPA's Environmental Information Management System (EIMS) Database to become a FGDC node on the National Spatial Data Infrastructure (NSDI). The required products and services must support native metadata management in Oracle (using Oracle's ordering capability instead of creating a new index system); support Z39.50 access to RDBMS data via the GEO Profile (FGDC); and have documented implementation experience with the FGDC metadata standard versions 1 and 2 and working knowledge of the ISO 15046-15 committee draft international standard for metadata.
