THEORETICALLY-BASED EYE INJURY MESSAGES FOR UNION CARPENTERS The
National Institute for Occupational Safety and Health (NIOSH), has a
requirement to conduct an observational study and administer a survey
to support a research effort that will evaluate the effectiveness of
theoretically-based eye injury prevention messages for union
carpenters. The United Brotherhood of Carpenters Health and Safety Fund
(UBCHSF) originally supported NIOSH's eye safety activities and has now
turned their research activities over to the Center to Protect Workers'
Rights (CPWR). This project is a continuance of NIOSH eye safety
research conducted by the UBCHSF . Ken Halperin, an employee of the
CPWR, possesses existing knowledge and experience regarding compliance
rates of safety eyewear use in union carpenters and has also been
engaged in an on-going research study with union carpenters that
involved observational activities which is a major part of this study.
Mr. Halperin is considered an expert with specialized knowledge and
experience for this type of research. For consistency of the research
to be continued and to avoid time delays in developing new
observational tools and in recruiting experienced construction safety
observers, the Government intends to negotiate on a sole-source basis
with the Center to Protect Workers Rights, Washington, DC. This notice
of intent is not a request for quotations. Organizations may respond
within 15 days after publication of this notice and demonstrate that
they have the expertise and capabilities necessary to meet the stated
