12th Contracting Squadron at Randolph AFB, TX, intents to award a firm
fixed-price Purchase Order under the Simplified Acquisition Procedures
(SAP) pursuant to FAR 13.6 for implementation of Consulting Skills
Training to NLT Institute for Applied Behavioral Science. This
acquisition has been justified as a sole source requirement due to
unique capabilities of contractor. This is a combined
synopsis/solicitation for commercial services prepared in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. All responsible sources may submit a
quotation which shall be considered. This is a Request for Quotation
(RFQ), Solicitation No. F41619-99-T0277. The solicitation document,
incorporated provisions, and clauses are those in effect through
Federal Acquisition Circular 97 -- 11. The contractor shall furnish all
labor, personnel, equipment, supervision and other equipment necessary
to perform and complete the following requirement: SPECIFICATION OF
SERVICE: a. Name of program: Consulting Skills/Length of program: 7.5
training days/Dates: August 14-August 20, 1999 all day, August 21, 1999
half day/Location: Randolph Air Force Base TX, at a site designated by
AFCQMI. The course sought practices intensive effective collaborative
consultation skills which emphasizes client problem solving, contact
with a client, involves contracting, diagnosis, intervention, feedback
by instructors, and follow-up in a hands-on, small group program. b.
Contractor must supply materials to each participant, which will
consist of notebook, articles, models, etc. as appropriate. c.
Contractors should include the cost for trainers travel expense. The
