THIS IS A PRE-SOLICITATION BEING ADVERTISED ON AN "UNRESTRICTED" BASIS INVITING FULL AND OPEN COMPETITION. The work includes: (a)Youth Center Addition (New Construction/Renovation), (b)Youth Center Annex (New Construction), and (c)Incidental related work . (a)The Youth Center Addition will be 4,100 square feet of new construction on the existing site. All but the gymnasium of the Youth Center will be renovated. The additions to the Youth Center will consist of a 1,673 square foot addition to the front of the center and a 2,404 square foot addition to the rear. The new addition will be masonry cavity wall to match the existing CMU of the Youth Center and the Child Development Center next door. The interior partitions will be gypsum wallboard. All new roofing will be standing seam. All areas will be handicapped accessible per all applicable UFAS. Many of the interior walls will be half glass and all doors will include vision panels to minimize risk for child abuse and to permit supervision without disturbing classes. (b)The Youth Center Annex will be constructed in an open space in the 5000 housing area along Sycamore Street. The new annex will be constructed in the same materials as the existing youth center except the annex will be clad with the base standard brick and cementitious siding. The roof structure will consist of sloped light guage metal trusses supporting a standing seam metal roofing system. The new annex will have the same type of interior wall systems and doors as the addition to minimize the risk for child abuse and to permit supervision without disturbing classes. (c)Incidental related work. The estimated construction cost for this project is between $1,490,000 and $1,660,000.00. The maximum completion schedule is 480 calendar days from contract award. Proposals will be evaluated based on price and other price-related factors and the following technical factors, which are of equal importance: (1) Past Performance, (2) Small Business Subcontracting Effort, (3) Technical Qualifications, (4) Management Approach and (5) Equipment. The price proposal will consist of the Base Proposal including Options and Completion Schedule Credit. The price and technical proposals are of equal importance. Award will be made to the offeror whose price and technical proposals provide the best value to the Government. For Plans and Specifications: The Government intends to issue this solicitation through the use of CD ROM and the Internet. The entire solicitation, including the plans and specs, has been placed on compact disk (CD ROM) and will be provided free of charge. Offerors must register themselves on the Internet at http://www.efdsouth.navfac.navy.mil/eb/ to receive one copy of the CD ROM. The plans and specifications are also available on the Internet for viewing and downloading although the download time may be excessive. The official plan holders list will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading.
