synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested. Solicitation number RFQ 201819Q052. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-11. This acquisition is 100%
set-aside for small business. SIC code: 3732; size standard: 500
employees. BACKGROUND: U.S. Fish & Wildlife Service (USFWS), Arizona
Fishery Resources Office, provides fishery management assistance on
tribal, federal, state and other lands in the state of Arizona and the
southwest U.S. Fishery surveys are conducted on a variety of water
bodies including rivers, lakes and reservoirs of varying sizes and
water quality conditions (i.e. low conductivity to extremely high
conductivities and temperatures). In order to more efficiently sample
these waters, a scientific research vessel (electrofishing boat) is
required. GENERAL DESCRIPTION: Scientific Research Vessel consisting of
one each of the following line items: Line item #1: 18-foot
electrofishing boat, generator, and pulsator. Line item #2: Trailer.
Line item #3: Installation of new outboard motor to be supplied by
USFWS. Line item #4: Credit for trade-in value of 1988 Smith-Root Model
SR-17 modified v-hull aluminum boat. Detailed specifications for all
line items follow. LINE ITEM #1 -- BOAT: 1) Aluminum alloy modified
v-hull designed for use in shallow (12"-16") water and able to handle
high running speeds: a) wide bottom with full-length ridges to provide
strength and allow equal response in either direction while backing
up; b) resistant to water and weather corrosion; c) all welded seams
with hard machine-rivets at all critical rib supports; d) bottom to
gunwale sections with double welded seams and overlaid with a formed
chine; e) anti-skid aluminum tread-plate decking; f) forward work deck
with anti-skid tread mat; g) full length floatation along both sides
with extra floatation along the stern; h) extra heavy duty high transom
with double H-frame-style reinforcement; i) locking compartment below
work deck and along sides utilizing maximum storage space available; j)
wiring contained in safe junction areas and all high voltage to the
platform in separate conduits; k) safety railings to surround the work
deck on three sides rated to handle minimum 200 pound impact; l)
brackets on each side of the railing to serve as net holders; m)
electrofisher booms mounted on each corner of the bow clutches,
allowing booms to be swung from 0 to 180 degrees, allowing horizontal
slippage in the event of impact, and allowing parallel swing back and
securing of booms for traveling; n) anodes, adjustable spider arrays
that spreads from 5" to 50" in diameter to allow for variations in
water conductivity w/quick connect fittings for connection to booms; o)
echo sound transducermounted on the transom. 2) Aluminum reinforced
90-95 gallon fish holding tank with raised insulated bottom; a) braced
hinged lids; b) tank divider; c) fish tank water circulation system
with high volume pump (approximately 17 gallons per minute); d) stand
pipes located in their own compartment; e) inside of tank free of any
corners or objects for fish to hide in or behind; f) secondary pump for
additional circulation/aeration for transport of fish while boat is out
of water; g) switches located at the steering and control console for
operation of pumps. 3) Center steering and control console with; a)
windshield; b) electrofisher control panel with audio/light activation;
c) patch panel for selection of anode/cathode boom configuration; d)
easy access to steering controls, switches, fusing, and wiring
terminals for entire electrical system; e) all wiring clearly labeled;
f) accessory plug, outboard stall indicator, outboard hour meter,
generator hour meter, depth finder meter; g) console cover; h) single
lever steering; i) 40 amp charging system using power from the
generator and outboard motor; j) scale voltmeter; k) electric key and
choke switch; l) work up lights on the top front of the console aimed
to light up the fish tank area; m) dual battery compartment with
storage space, dual battery switch; n) electric marine horn; o)
detachable 200,000 candle power spot light. 4) 20-25 work lights to
illuminate the fish capture area around the boat; a) two head lights-
one each corner of the work deck; b) five running lights; c) five deck
lights-one on each side of console, one below the front of fish tank,
two on work deck near foot switches; d) six stern lights pre-aimed to
the aft area -- two on each side, two flood lights on each corner. 5)
Automatic bilge pump with separate float switch mounted on console,
rated with open flow of 1200-1500 gallons per hour. 6) Generator engine
housing large enough to manually start generator if needed; a) lined
for sound deadening; b) good ventilation; c) blower for additional
cooling; d) top lid hinges; e) lid to serve as a seat mount; f)
adjustable vinyl swivel seat with backrests. 7) Two foam lined,
10-gallon auxiliary fuel tanks that provide fuel for both the outboard
and the generator with a marine in-line filter and shut-off valve. 8)
Boat hull cover. 9) Fire extinguishers. GENERATOR: 11 hp-6,000 watt
generator; a) wound with heavy duty high voltage windings to provide 12
volts @ 40 amps; b) convection cooling; c) through transom engine-oil
drain; d) electric start controlled by key switch on steering and
control console; e) electric choke; f) shock mounts; g) water cooled
muffler; h) and in-line muffler. PULSATOR (Electrofishing unit): a)
able to electrofish in waters with conductivities ranging from 10-5,500
microSiemens/cc; b) rated minimum output power of 5,000 watts; c) rated
output maximum current of 16 amp average; d) 12 volt AC auxiliary power
(2 each 500 watt 42 amp); e) pulsed AC and DC 0-25 amp w/ DC output
peak volt = 0-500 volt low and 0-1000 volt high and AC output RMS volt
0-350 volt low and 0-700 volt high; f) high voltage output indicator
w/panel lamp and audio tone; g) output pulsed frequencies of 7.5, 15,
30, 60, and 120 Hz; h) foot switch and panel switch for output and
safety control; i) output connectors; j) and LCD 0-999999 seconds
timer. LINE ITEM #2 -- TRAILER: a) Galvanized 18 foot tandem axle
trailer, b) bow receiver; c) heavy duty tie downs; d) single gear
winch-500 pound pull; e) extra long tongue; f) swing lock tongue jack;
g) double side load guides; h) double rollers-front and rear; i) spare
wheel and tire; j) locking tire carrier; k) fender steps; l) dual
braking system. LINE ITEM #3 -- OUTBOARD MOTOR INSTALLATION: 90HP
Johnson outboard motor and control shifter will be drop shipped. It
will need to be installed and shipped with boat as a complete unit.
LINE ITEM #4 -- TRADE-IN -- Offerors must be willing to accept trade-in
of one each 1988 Smith-Root Model SR-17 modified v-hull aluminum boat,
with 15kw generator, pulsator, live well, and trailer. Line item #6
will list credit allowed for trade-in value of used boat. This credit
will be deducted from the total price of the new boat. All equipment
must meet all OSHA and Coast Guard suggested safety guidelines. FOB:
Destination. Quoted price will include delivery of boat and trailer to:
1684 E. White Mountain Blvd., Pinetop, Arizona 85935 and removal of
trade-in boat at time of delivery. Delivery date: 120 calendar days
after date of award. Delivery must be made on weekdays, excluding
federal holidays, between 8:00 a.m. and 3:00 p.m. local time. FAR
provision 52.212-1, Instructions to Offerors Commercial, applies to
this acquisition. Per 52.212-2 (a), Evaluation Commercial Items, the
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the Government, price and other factors
considered. The following factors shall be used to evaluate offers:
technical capability ofthe item offered to meet the Government
requirement, past performance, and price. Technical and past
performance, when combined, are more important than price. Offerors
will submit the names, addresses and phone numbers of three references
(Federal government agencies preferred). USFWS will query references
regarding (1) long-term (minimum 10 year) reliability, (2)
maintenance/repair records (including frequency of required repairs),
and (3) the effectiveness and durability of the pulsator of a like or
similar electrofishing boat manufactured or marketed by the offeror.
Offerors will include a copy of standard product literature in
sufficient detail to determine the product submitted meets the
specified technical requirements. Warranty: Offerors will include
warranty information including warranty period and warranty terms and
conditions. Offerors shall submit a completed copy of the provision at
FAR 52.212-3, Offer Representations and Certification Commercial
Items, with their offer. The clause at FAR 52.212-4, Contract Terms and
Conditions Commercial Items, applies to this acquisition. FAR clause
52.212-5, Contract Terms and Conditions Required to Implement Statues
or Executive Orders Commercial Items (May 1999) is hereby incorporated
by reference; the following additional FAR clauses cited in this
referenced clause apply: (b) (12), (13), and (23). FAR clauses can be
