STATEMENT OF NEED FOR REPLACEMENT PHONE NETWORK 1. OVERVIEW OF
SERVICES. The contractor shall perform all duties and services required
to install a phone system to support 9 unique organizations consisting
of 40 personnel in the former US Embassy Chancery building located in
Bonn, Germany. The contractor will be responsible for installing, to
the maximum extent possible, a self-sustaining phone system which will
be able to accommodate approximately 60 instruments to include:
Phones, STU III secure phones, fax, and computers. Additionally, the
phone system will accommodate both local telephone lines and a US
Defense Switched Network (DSN) line. Phone services will include, but
are not limited to, unlimited internal calls, call forwarding
(internally), forward-no-answer, voice mail and/or automated
switchboard operator. The selected system must also integrate a method
to track and provide separate billing to the 9 organizations for
outgoing calls with minimal user involvement. 2. PRESENT EQUIPMENT. The
following information is provided on the location: a. Installation is
spread over the top 4 floors of an 8-story building. Basic facility
drawings (non-Computer Aided Design (CAD)) will be provided. b.
Existing phone cable may be used. c. Existing phone key systems in some
of the offices are available for use as phone line distribution points.
d. The user will specify the location and be responsible for
emplacement of any secure phones, fax_s and/or computers. The
contractor remains responsible for the line connection. 3. SPECIAL
CONSIDERATIONS. The following issues are special compliance items: a.
Non-US citizens will require a basic security background check for
access to the facility. b. In the event new phones are required, some
of the phones will be purchased independently by the user for security
reasons. The contractor must specify the type of phone and
availability of the phone in the US. Any programming of the separately
acquired phones will remain the contractor_s responsibility. c. The
existing phone switch supporting the entire complex will shut down
approximately 1 Nov 99. The Initial Operating Capability target date
must accommodate this date and will be factored into the contract
award. d. The intended location for the new phone system will be on the
4th floor and is not located with the existing phone switch. Posted
