The Government intends to award on a sole-source basis, a cost plus fixed fee modification to Contract DAAB07-96-C-A510, to procure a planning capability for the Tri-band Tactical SHF Terminal T3 terminal. This capability is called the T3 Network Management Interface (TNMI). The TNMI shall allow an Army communications planner to configure the T3 terminal communications equipment for participation in satellite communications services. The TNMI capability and related training is needed in support of the first fielding of the T3 terminal in 15 months. The TNMI is envisioned to be a database driven planning and configuration tool intimately tied to the T3 terminal equipment. Only one responsible offeror exists, Raytheon Corporation. The Government intends to contract with Raytheon, the T3 system contractor to acquire the TNMI capability.
