a combined synopsis/solicitation for commercial items prepared in
accordance with the format in subpart 12.6 as supplemented with
additional information included in this notice. This announcement
Constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation, No
F02604-98-Q0453 is issued as a Request for Quotation (RFQ). This
solicitation Document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-11. This acquisition
is 100% set-aside for small business SIC: 7382 Size Std: $9.0 million.
CLIN 0001; one (1) Job; Services Nonpersonal: Contractor to provide all
labor, tools, parts, materials, transportation, devices, supervision
and other items as may be necessary for installation of a complete
intercom/closed circuit television surveillance system at Luke AFB,
AZ., as defined in Statement of Work (SOW). Work to include but not
limited to installation of a closed circuit television, two-way
intercom and gate opening access from the Ammo Area of Luke AFB
entrance to Building 1219. The contractor will install a black and
white camera and two-way intercom capable of seeing driver, reading an
ID card, and communicating with the driver of a standard civilian car
from a distance of up to 5'. The camera and out door intercom system
is to be installed on the already existing island near the gate. The
contractor will provide everything necessary for the camera to operate
in all kinds of desert weather, including but not limited to nighttime
operation, and be able to withstand the extreme heat the desert climate
may entail. The intercom system needs be able to communicate with the
driver of the vehicle and needs to include a way for the drive to get
the attention of the personnel monitoring inside Bldg 1219. This should
be, but is not limited to a push button buzzer located near the
speaker. However the intercom system should not require the driver to
press any buttons to operate the outdoor microphone once attention of
the internal monitor has been gained. The personnel monitoring also
needs to be able open the gate by some kind of remote from Bldg 1219.
The outdoor camera and intercom system may be mounted on the already
existing pole, and will tie into existing fiber optics, approximately
110 ft away. Trenching through road and gravel at a depth of 3 ft will
be necessary. Once the contractor ties into the existing fiber optics
at the gate end, it will be necessary to retie into the fiber optics
at Bldg 1242. From Bldg 1242 the contractor will trench a distance
approximately 340 feet to Bldg 1219. Specifications regarding tying
into the existing fiber optics are available upon request. After the
lines have been successfully run from Bldg 1242 to 1219 it will be
necessary to run cables from Bldg 1219 through the Bldg to the internal
south wall. The contractor will mount a 13" black and white monitor on
the wall. The contractor will place a microphone, speaker and button
to open the gate on an adjacent desk near the monitor. The installation
can not hinder the use of the road at anytime. A site visit is also

award: award will be made to the lowest-price offeror, best
demonstrating their ability to satisfy the technical capabilities of
the items specified. This can be accomplished through a written
proposal attached to the bid schedule. Required delivery: sixty (60)
calendar days after receipt of notice to proceed. FOB: destination to
Luke AFB, AZ. All prices shall include all Federal, State and Local
