Complete set-up for soil sample prep including ball mill with
accessories, 25 ton hydraulic press and die to accommodate 18 position
sample tray 8. Filter holders for 47 mm PM 2.5 air filters, and 8
position sample changer tray High resolution energy dispersive, direct
and secondary target, X-ray fluorescence spectrometer system for
non-destructive qualitative and quantitative determination of elements
F through U in solids, dry powders, liquids and thin film (i.e.; PM
2.5 air filters). X-ray Tube Excitation System: 60kV, 400 W, 6700uA,
0.075 mm Be end window Rh anode X-ray tube. The generator must have
stable output of a minimum 60 kV in adjustable increments. A computer
controlled target/filter wheel with provision for eight secondary
targets ( Si, Ti, Fe, Ge, Zr, Mo, Sn, and Gd). The instrument must
include all necessary cables and connectors, real-time display of
generator status, a closed-loop water cooling system, an air cooled
heat exchanger, and system safety interlocks for coolant failure. The
XRF system must be completely enclosed in a cabinet for protection from
direct and scattered X-ray beams. The enclosure must have a safety
interlock switch that turns off the X-rays and must meet New England
States and Federal X-ray radiation safety requirements. A key lock
and/or password must be present to control use of the X-ray generator.
Solid State Detection System: A liquid nitrogen cooled Si(Li) detector
assembly with a resolution of 145 eV or better at Mn K-alpha. The
liquid nitrogen Dewar for detector cooling must last up to 2 weeks
without a refill and have a level sensor. The system should be
optimized for increased sensitivity for lightest elements. Sample
Chamber and Sampling System: The chamber must be able to accommodate a
holding mechanism for 18 soil, solid, and liquid samples, as well as
10 pressed pellet samples. The chamber must also be able to accommodate
47mm thin film filters. The sample changer must be computer controlled
and be able to automatically change the samples. The sample chamber
must have the ability to operate under a helium flush, and with a
vacuum. Data System: Computer with ample features to efficiently
operate system and store data; with a 17 inch VGA color monitor. The
necessary software for automated data acquisition of XRF measurements,
instrument control, system diagnostics, data management and graphics
display must be included. Software must have the capability to provide
rapid qualitative and quantitative analyses of solids, powders,
liquids and thin films (air filters). Fundamental parameters software
must also be included. The data system should be flexible enough to
allow the user to process spectra using user specified methods.
Detection Limits: Detection limits (1-sigma, ng/cm2, 100 seconds live
time) comparable to those shown below for thin (500 g/cm2) Teflon
filters must be demonstrated: Teflon Filters Na 13.4, Mg 7.7, Al 16.4,
Si 4.5, P 2.3, S 3.3, Cl 9.0, K 3.6, Ca 2.9, Sc 3.0, Ti 3.2 V 1.7, Cr
1.2, Ba 5.7, Mn 1.7, Fe 1.5, Co 1.1, Ni 1.0, Cu 1.4, Zn 1.2, As 5.0,
Se 3.6 Detection Limits ( 3 x M..D.L. )comparable to those shown below

Set-up: Delivery of the XRF with the above specifications to the EPA in
Lexington, MA within 90 days of purchase. The vendor is responsible for
the assembly and installation of hardware and software at the EPA
Lexington, MA site. The XRF system must demonstrate the ability to
analyze samples to EPA's satisfaction after set-up at the EPA Lexington
site. Vendor must demonstrate how to operate instrument to ensure a
working system that meetsspecifications and provide one day of
operations training at the time of installation. Warranty: All parts
and components must be warrantied for at least one year, starting after
vendor installation and customer acceptance. Service from a trained XRF
engineer must be guaranteed on-site within 48 hours of a service call
during warranty period. A telephone response time of 2 hours from a
trouble call by a trained XRF technical specialist, must be guaranteed.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation: proposals are being requested and a
written solicitation will not be issued. The solicitation number is
RFQ-PR-R1-0513, and is issued as a Request for Quote (RFQ). The
solicitation document and provisions and clauses are those in effect
through Federal Acquisition Circular 97-12. This solicitation is 100
percent Small Business Set-aside, and the Standard Industrial Code is
3841. The Small Business Size Standard is 500 employees. Background:
