FUNCTION SOLICITATION F34650-99-R-0087 DUE 101599. Point of contact

posting announces a solicitation for an A-76 Cost Study for nonpersonal
services to provide all personnel, equipment, tools, materials,
supervision and other items and services necessary to perform the
Environmental Management Function at Tinker AFB, OK. A sources sought
synopsis and request for information were previously published in the
Commerce Business Daily. The solicitation and all supporting documents
will be provided only through electronic means via the following

The PWS will be posted to the website approximately 16 Jul 99 and the
draft solicitation will be posted approximately 19 Jul 99. The final
solicitation will be posted approximately 18 Aug 99 with a closing date
of 15 Oct 99. A pre-solicitation conference and site-visit is scheduled
for 21 Jul 99 at 0900 at Tinker's Base Theater. The Environmental
Management function implements and manages all aspects of the
installation restoration program (IRP) by assessing environmental
requirements and developing budgets, programs, projects and studies to
satisfy these requirements. Supports all base activities to ensure
compliance with federal, state, local environmental regulations and Air
Force policies. Incorporating air quality awareness and pollution
prevention techniques as the preferred way of doing business while
supporting mission requirements. Ensures protection of all natural and
cultural resources of the installation while minimizing impact to
mission requirements. The Standard Industrial Classification Code is
8744 with a size standard of 500 employees. The procurement will be
solicited under Full and Open Competition. Evaluation of proposals will
be by a best value source selection. As this is an A-76 Cost Study, the
Best Value Contractor's proposed price will be compared to the
Government's Most Efficient Organization's proposed price and the low
offer will be announced as the tentative contract awardee subject to a
public review period. During evaluations, oral presentations will be
required to supplement technical proposals. The Request for Proposal
will contain complete instructions regarding the oral presentation and
technical submissions. The proposed contract will be firm fixed-price
with an orientation period, basic period, and five options periods.
