Strenge, (916)978-5144 The Bureau of Reclamation is requesting
proposals to develop an Implementation Strategy and an Implementation
Plan for Riparian Habitat Restoration along this 150-mile stretch of
the San Joaquin River, in California. Interested parties are, the
Bureau of Reclamation, Friant Water Users Authority, Pacific Coast
Federation of Fishermen's Associations, the San Joaquin River Exchange
Contractors, the US Fish and Wildlife Service, and numerous other
irrigation districts, federal and state water and land management
agencies, state, county and local elected officials and boards. Rural
and community participation is critical to the success of the Program,
therefore, a proven expertise in working with a diverse public
necessary. Proposals should reflect the primary goal of riparian
habitat restoration, while integrating recreation, flood management,
wildlife benefits and issues, economics, and other matters. Project
prioritization and selection criteria based on these and additional
goals shall be developed bythe contractor, the Management Team and
Action Team during the Implementation Strategy /Vision phase of the
study. The project area is divided into five distinct reaches based on
the hydrology and development along the river. APPLICABLE DOCUMENTS:

Associates, Inc. April 1999. "Historical Riparian Habitat Conditions of
the San Joaquin River, Friant Dam to the Merced River", Jones & Stokes
Associates, Inc. April 1998. "Topographic and Bathymetric Surveys for
the San Joaquin River from Friant Dam to Gravelly Ford (RM 267 to RM
229)", Ayres Associates. April 1999. DELIVERABLES All reports must be
provided as a hard copy and on a disc or CD ROM, as appropriate, and
formatted for entry on the Bureau of Reclamation's website. All
deliverables must be identified in the proposal and must include close
coordination with the Management Team and Action Team. The following
items must be identified as deliverables in the proposal: -A detailed
time line in Microsoft project software (both hard copy and disk)
-Implementation Strategy /Vision (within three months of contract
execution) -Process Diagram for Implementation Strategy -Public
Outreach and Participation Plan -Facilitation and Coordination Plan
-List of programs, workshops, technical studies and restoration
projects identified and prioritized for 1999 and beyond -Project
prioritization and selection criteria -Implementation Plan for Riparian
Habitat Restoration (within 1-2 years of contract execution) -All
meeting minutes It is anticipated that the contract will be awarded in
Fiscal Year 1999, with work beginning immediately after award. The
contractor shall demonstrate relevant experience, and the capability to
accomplish the above tasks. Interested firms should submit capability
