C -- INDEFINITE QUANTITY CONTRACT FOR SUPPORT DESIGN AND ENGINEERING SERVICES SOL 14-01-0001-00-R-01 DUE 082399 POC Fran Buhman, Contracting Officer, 202-208-3931 It is the intent, through this contract, to augment the staff of the Office of Managing Risk and Public Safety and the planning and engineering staffs of the Department of the Interior bureaus and offices. The work to be provided will be on an as-needed basis and specific tasks will be developed and assigned under delivery orders. The work required under any specific delivery order will include those services normally required by an architectural-engineering firm such as, but not limited to, planning, design, development of construction cost estimates, program evaluations, feasibility studies, performance of design document reviews, value engineering studies and reports, construction management and inspection, facility condition assessments, facility maintenance, automated database maintenance management systems, and excess facility disposal. It is anticipated that the work will largely consist of the following type services: A. COST ESTIMATING -- Based upon specific delivery order requirements, thecontractor shall prepare project cost estimates or review and verify or adjust existing project cost estimates and provide all necessary backup material in support of such estimate. The contractor shall consider, in the development of the estimates, not only labor and material costs, but also environmental and archaeological conditions at the site; location of labor market and major material centers; transportation of materials and construction equipment; the complexity of design and difficulty of construction; and any anticipated escalation costs to the time of construction. Backup data to the estimate shall be developed in that degree of detail normally required of the industry for the following levels of design or construction: 1. BUDGET/DESIGN DEVELOPMENT -- The contractor shall develop or review and update project cost estimates for new construction and/or repair and improvement projects. The construction cost estimate at this level will be based upon descriptive material (program of requirements) and/or concept sketches or design development drawings and outline specifications. Discussions with specific program personnel may be necessary to obtain a better understanding of the project goals, objectives and parameters. Estimates at this level, in most cases, will be on a square foot or square meter cost basis; 2. WORKING DRAWINGS AND SPECIFICATIONS -- The contractor shall develop or review and update construction cost estimates for new construction and/or repair and improvement projects. The estimates at this level will be based upon working drawings and specifications; and, in most cases, will be a quantity take-off by trades basis; and 3. CONSTRUCTION -- The contractor shall perform cost estimating services during and after the construction period of a new construction and/or repair and improvement project. The services shall include, but are not limited to, development of cost estimates for negotiation of change orders or as reference data used by the contracting officer when issuing final decisions or as backup material leading to resolution of construction contractor claims against the Government. The estimates at this level will be line item breakdowns of quantities and costs of both materials and labor suitable for use in negotiations or as reference data in a legal brief. B. FACILITIES MANAGEMENT AND MAINTENANCE -- Based upon specific delivery order requirements, the contractor shall provide facilities management and maintenance expertise and services for the purpose of improving the efficiency and accountability of facility program management. The contractor shall provide all technical and professional personnel required in order to perform:(1) facilities surveys; (2) feasibility studies; (3) existing facilities evaluations for code deficiencies and condition assessment; (4) master planning review; (5) coordination of information and data developed in facility assessment surveys to automated maintenance management systems design; (6) automated maintenance management system design and/or modification which may include a) inventory management,(b) integration of existing databases,(c) fleet management, (d) track and report deferred maintenance, (e) maintenance management workflow, (f)work accounting, and (h) cost estimating and budget control; (7) develop draft administrative procedures, criteria and guidelines for implementation of facilities maintenance/management program requirements. C. DESIGN AND ENGINEERING REVIEW -- Based upon specific delivery order requirements, the contractor shall perform an in-depth review of project design documents developed by Government personnel or by architectural-engineering firms under contract to the Government. The review shall consider compliance with the program space requirements, value engineering assessments, building code requirements, fire and life safety requirements, barrier-free requirements, environmental and health requirements, and any specific use or function design requirements. The review shall also consider material compatibility, exactness of engineering calculations, constructability of the design and coordination of the various design disciplines within the total project. Reviews will normally take place in the offices of the contractor or in Government offices. However, circumstances may require the reviews to be held at the offices of the design architect or the project site location: 1. DESIGN DEVELOPMENT -- The contractor shall provide all technical personnel required to review concept sketches or design development documents. This review is to center around functional layout, adherence to scope of work, compatibility with the site, material selection, and compliance with established design standards; 2. WORKING DRAWINGS AND SPECIFICATIONS -- The contractor shall provide a full technical review team well versed in the architectural, structural, mechanical and electrical aspects of building engineering and design, as well as the support functions of material selection and specification writing. This review is to center around the constructability of the design, correct systems engineering and adherence to code, life, health and safety requirements; and 3. CONSTRUCTION -- The contractor shall provide necessary technical personnel in order to perform post-construction contract services. These services include review of shop drawings and material samples, preparation of clarification drawings and specifications, and execution of construction evaluations and reports. D. VALUE ENGINEERING AND ANALYSIS -- Based on specific delivery order requirements, the contractor shall perform value engineering studies, analysis and training for Department of the Interior construction and non-construction programs. Services required under this contract include: (a) development and presentation of value methodology training courses, seminars or instruction; (b) conduct value methodology studies and analysis of construction project plans and designs; (c) conduct value methodology studies and analysis of non-construction projects, programs, or procurement; (d) assembling value engineering multi-disciplinary study teams; (e) preparation and presentation of oral and written reports, conceptual sketches/drawings; (f) development of capital and life-cycle cost estimates, projected savings, and project cost models; (g) review of planning or design documents for consideration of appropriate sustainable design features and potential alternative green acquisition materials. The value engineering studies will be performed by multi-disciplinary teams depending on the size and complexity of the project or program to be studied. The team configuration may be adjusted at the discretion of the Department of the Interior or one of its bureaus or offices, and may require that a member or several members of its staff serve as team members. Any contractor personnel participating in delivery order work shall be those identified in the original proposal, otherwise any contractor personnel substitutions must be reviewed and approved by the COR. The contractor may be required to make preliminary site visits to review site conditions/constraints and become familiar with the functional requirements of the facility. The first delivery order will be identified after initial award of the contract. The contractor will be asked to provide a price proposal to the Contracting Officer within 5 days after receiving a request for proposal for a delivery order. Each delivery order will be a firm-fixed price A/E contract. The duration of the contract shall be for 1 year with four 1-year options for extensions of the contract. The minimum order limitation for the base contract period shall be $10,000. Additional delivery orders may be issued up to a total maximum of $750,000 and each 1-year option period is for the same minimum and maximum amounts. Firms seeking this contract should have demonstrated capabilities in the building design and construction areas of cost engineering, facility planning, facility maintenance and management, value engineering management, construction management and inspection, and design and engineering review. Selection evaluation criteria, in ascending order of importance, is as follows: (1) Project Team -- the proposed team (key personnel) with respect to the individual team member's technical qualifications, past experience as a team member, and work experience on similar projects/programs, specifically (a) each member's technical/professional background and experience in diversified facilities design, engineering and construction, along with working drawing and specification production capability, to include key personnel's (team) background in technical training and professional registration and past experience in this technical field as relating to building and site design, facilities maintenance and management, diversified facility planning, and value engineering studies and training, and (b) the proposed team (key personnel) in terms of team make-up in both size and discipline and interrelationship of technical, management and production personnel in order to meet individual task order needs relating to design review, cost engineering, construction management, facility maintenance/management, and value engineering, to include the rationale for selection of each key member of the proposed team and the key personnel's past experience as a team member; more specifically, past experience as a member of this proposed team. (2) Organization and Management -- the proposed plan for execution of the required technical services on the basis of the team organization and the firm's management and control procedures, specifically (a) the overall firm organization in terms of its potential for efficient operation and responsiveness to the needs of each task order issued., to include its adaptability for planning, design, engineering, cost analysis, and facility maintenance for new and existing facilities and the degree to which the current staffing of the firm and proposed consultant firms will be capable of undertaking a program of this nature in terms of team staffing, required technical expertise, involvement of firm principles and adequacy of physical offices and technologies, and (b) the proposed firm organization and procedures for planning the execution of this project and means to control and maintain the program and individual tasks within established parameters, including the capacity for quick team mobilization and timely official response on projects assigned as tasks under the base contract, the techniques employed by the firm to insure successful production and task completion within limitations of the scope of work, schedule and cost, and the firm's method of communication and contract administration with the DOI, Office of Managing Risk and Public Safety. (3) Technical Ability and Related Experience -- the firm's capacity and potential for product and service excellence in the government facility planning, design, engineering, cost estimating, and management fields of the construction industry; and its experience with programs similar in nature to this program, especially its perception and insight on the basis of awareness of design restrictions, such as code requirements, elimination of architectural barriers, environmental protection, budget limits, sustainable design and energy conservation, its demonstrated capacity for applying value methodology to planning and design projects, past success in identifying cost effective savings vs. project costs and ratio of implemented recommendations, its demonstrated expertise in facilities management and maintenance, periodic compliance inspections and understanding facility maintenance methods, scheduling and sequencing, its demonstrated capability to provide accurate construction cost estimates for repair and improvement and new construction projects and to provide and support accurate quantity takeoff and cost estimates for construction contract changes and A-E design amendments, its experience in successfully accomplishing the design, engineering and document production; accurate cost estimating; and successful facilities management as demonstrated by relevant examples of previous work similar in nature and size (either as a firm or as individual experience by the proposed project team members), its past performance in conforming to established project schedule, budget and scope of work (based on project examples presented by the firm) and its prior professional service (A-E), experience with the Government. As part of a two part evaluation process, the best qualified firms which receive the highest initial evaluation ranking will have references checked and will be interviewed either by conference call or by a visit by DOI personnel prior to the final ranking being made. Joint ventures will be considered and judged on a demonstrated interdependence of members which make that arrangement viable and desirable for a quality effort. Firms or joint ventures meeting the noted limitations and having the capability to perform the general services described herein are invited to respond by submitting a letter of interest, completed Standard Forms 254 and 255, and other relevant data supporting your firm's capabilities. Standard Form 254 should also be included for any consultant firm(s) proposed. Standard Form 254 is considered current if not more than 1 year old from the month of this notice. This proposed contract is being solicited on an unrestricted basis. Interested firms are requested to include fax numbers, the Contractor Establishment Code (DUNS number), and Taxpayer Identification Number (TIN) on the SF 254 and SF 255. Responses received by no later than 2:00 pm on August 23, 1999, will be considered for selection. Fax copies will not be accepted. All responsible sources may submit documentation for consideration.
