a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). This
notice is being issued as a Request for Quotations (RFQ) for the
following: NASA/Stennis Space Center requires support for the
Technology Commercialization Office in the area of intellectual
property management and technology commercialization. Services depend
on an understanding of NASA's intellectual management processes and
procedures by providing a fully licensed Intellectual Property
Attorney, experienced in managing major federal laboratory Intellectual
Property offices, to assist Stennis Technology Transfer Office in
commercializing it's Intellectual Property. Upon request of the Stennis
Space Center, this support may include assistance in any of the
following: Organizing the Intellectual Property activities to enhance
technology transfer capability at the Center; Reviewing existing
invention disclosures to determine the highest potential for
patentability and technology transfer; Conducting patent rights
investigations to determine legal ownership of inventions having mixed
inventorship; Appropriate processing of all pending and future patent
applications, amendments, and formal papers required to protect
Intellectual Property rights in inventions; Marketing of patents and
inventions to industry; Assistance in license negotiations; and
Providing other pertinent technology transfer expertise required to
build a seamless and supportive interface between Intellectual Property
and Technology Transfer at Stennis Space Center. The workload will
include approximately 15 cases of patent strategy development as well
as 5 cases of foreign patent oversight. These support services may
include a combination of on-site and off-site contractor activity to
complete this task, as agreed by the parties. Monthly meetings are
required with the SSC Technology Commercialization Officer and/or his
staff. Travel to, and work at, other NASA or NASA Contractor facilities
may be required and directed. Deliverables: Routine monthly reports of
activities (2 copies) including individual project reports and
recommendations for action based upon the expertise of the patent
attorney are required and will be submitted to the SCC Contracting
Officer. As directed, special verbal and/or written reports (1 copy) on
confidential issues such as handling or management of intellectual
property or other technology commercialization issues are required and
will be submitted directly to SSC TTO. Schedule: The work contemplated
under this order will be performed during the months of August to
Decemeber 1999. Monthly and other activity reports are due within 10
working days after the end of each month or other reporting periond.
The provisions and clauses in the RFQ are those in effect through FAC
97-12. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. The DPAS rating for
this procurement is DO-C9. Quotations for the items(s) described above
are due by July 29,1999 and may be mailed or faxed to the identified
point of contact by the date/time specified and include solicitation
number, quoted cost, taxpayer identification number (TIN),
identification of any special commercial terms, and be signed by an
authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items
form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to
submit a quotation. Quoters shall provide the information required by
FAR 52.212-1. FAR 52.212-4 is applicable. FAR 52.212-5 is applicable
and the following identified clauses are incorporated by reference. FAR
52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and
52.239-1. Questions regarding this acquisition must be submitted in
writing no later than July 16,1999. Award will be based upon overall
best value to the Government, with consideration given to the factors
of proposed technical (understanding of NASA Intellectual Property
Management Processes and Procedures), past performance, and cost.
Unless otherwise stated in the solicitation, for selection purposes,
cost is equal in importance to technical plus past performance. It is
critical that offerors provide adequate detail to allow evaluation of
their offer (see FAR 52.212-1(b). An ombudsman has been appointed --
