FISC Norfolk Detachment Philadelphia intends to competitively procure services to operate a Small Arms Training Range and a Weapons Storage Facility (Armory) in support of the Pensacola Regional Complex. The successful contractor shall provide training for small arms qualification/re-qualification, shall provide explosives training, and shall operate an armory facility for the storage, maintenance and issue of small arms for weapons training. Additionally, the successful contractor shall provide custodial services and grounds maintenance of the facilities and provide manning for the armory. The facility shall be operated in strict compliance with NAVSEA OP 5 and all current and revised directives. The requirement is for a base period of performance beginning 1 October 1999 through 30 September 2000 with two (2) one-year renewal option periods. A Firm-Fixed Price type contract is anticipated and will be solicited in accordance with FAR Part 12 "Acquisition of Commercial Items." The applicable Standard Industrial Classification code is 8744 and the size standard is $20 million. The solicitation will require the submission of price and technical proposals.
