Purchase Order using Simplified Acquisition Procedures on or about July
22, 1999 to Duke University Medical Center, The Center for In Vivo
Microscopy, Durham, NC on a sole-source basis to provide a wide range
of technical and research support services required to determine the
capabilities of Magnetic Resonance Microscopy (MRM) as a methodology
for noninvasive detection of neurotoxic insults due to pharmaceuticals.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; and a written solicitation will not
be issued. The solicitation clauses and provisions are those in effect
through Federal Acquisition Circular 97-11. The SIC Code is 8221. Scope
of Work: the establishment of scanning protocols, scanning brain
materials, and transferring data in a suitable format that canbe
analyzed by CDER researchers which includes: 1) MRM analysis of brain
tissue from animals treated to induce some toxic insult. 2) MRM data
will be collected and transferred to the FDA either by ftp or CD-ROM.
3) Reports will be provided as to the materials scanned and the nature
of the scan. 4) Quality assurance that all materials will be scanned
under similar protocols for easy comparison. 5) Specialized technical
procedures will be determined in order to provide optimal scans. 6)
Provide technical summary reports of research results and quarterly
reports detailing the progress. This notice is not a request for
quotations; however, interested parties may identify their interest and
capability to satisfy the government's requirement no later than the
response date. Capability statements must include documentation of an
in-depth knowledge and prior experience with this type of analysis. The
