engineering, technical, training, installation, repair, and program
support services along with personnel, tooling and necessary facilities
to perform troubleshooting and failure mode analysis, logistics
support, fleet support, industrial and installation services for Fleet
Technical Support Center, Pacific (FTSCPAC) programs. In order to
support the various FTSCPAC requirements, the contractor shall provide
engineering and technical personnel, tooling, equipment and facilities
within the Continental United States (CONUS) and overseas. The
contractor will assist forces afloat and authorized government agencies
with assessment and maintenance of shipboard systems and equipment;
training in maintenance and overhaul processes as well as the
identification, compilation and production of measures of
effectiveness; data analysis and reliability analysis; engineering,
reverse engineering, maintenance, troubleshooting, and repair of
shipboard HM&E equipment; program support forvarious programs such as
Technical Assessment, Repair Guidance, and Engineering Teams, Combat
System Readiness Reviews, Ship Engineering Maintenance Assistance Team,
Elevator Support Unit, Inspection and Survey, Power Assessment Repair
and Training, Diesel Inspections, Circuit Breaker Repair, Generator
Systems Cleaning, Steam Generation Plant Inspections, Marine Gas
Turbine Inspections, Assessment of Equipment Condition, Condenser and
Heat Exchanger Restoration Program, and other engineering assessment
programs; support for system or equipment grooms, on the job training,
formal classroom training, on board maintenance training, feedback for
training modules or curricula, and assist in functional system or
equipment modifications, alterations, and overhauls; and information
systems tasks. Extensive travel required to locations outside the San
Diego area (CONUS and overseas). A two hours response time is required
for the following sites: FTSCPAC, Pacific, San Diego; FTSCPAC
Detachment, Everett, WA and FTSCPACDetachment Pearl Harbor, HI. The
estimated annual level of effort is 155,000 manhours. The performance
period will be a base year with 4 options. Note 1 applies. The
