source basis to Priority One Services, Inc. of 6600 Fleet Drive,
Alexandria, Virginia, 22310 for one (1) full time Veterinary
Technologist and three (3) full time Quality Assurance Technicians
under current contract number 263-96-D-0006. Under the subject
contract, Priority One Services is responsible for providing husbandry
and animal care for research rodents and rabbits, provide centralized
animal facility/ laboratory animal services to researchers, provide
animal receiving support services and provide cagewash support.
Specifically, the Quality Assurance Technicians duties will include:
assessment of environmental conditions in all animal and procedure
rooms, notification of any problems with HVAc, floors, walls, ceilings,
food and water access of all animals, illumination, noise control,
storage of feed, expiration dates, review frequency of cage changes,
ensure cage cards contain appropriate information, note surgery cases.
The Veterinary Technologist shall be certified by the American
Association for Laboratory Animal Science (AALAS) as a Laboratory
Animal Technologist (LATG) or by the American Animal Hospital
Association (AAHA) with at least 5 years experience in an animal
facility or veterinary hospital or equivalent experience. Individuals
shall be knowledgeable of veterinary medical terminology and trained in
animal treatments. Responsibilities shall include performing technical
functions required by research protocols such as daily clinical
observations, preliminary health exam of sick animals prior to
reporting to Clinical Veterinarian, veterinary treatments as prescribed
by the Clinical Veterinarian, examination of all incoming animals for
overt signs of illness, assistance with the animal health surveillance
program and maintenance of computerized health records. The Veterinary
Technologist shall be able to train and lead other employees in
veterinary treatments and technical research procedures. These
additional positions are required under Contract Number 263-96-D-0006
with Priority One Services because of new requirements as explained in
the position descriptions above that is necessary to carry out the
statement of work. The proposed contract action is for services for
which the Government intends to solicit and negotiate with only one
source under authority of FAR 6.302-1. Interested parties may identify
their interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all proposals received within forty-five days after
date of publication of this synopsis will be considered by the
Government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
