to deliver new user training in the various functions of the Department
of State's Central Financial Management System (CFMS). Courses are held
at the Foreign Service Institute (FSI), 4000 Arlington Boulevard,
Arlington, VA 22204. The Central Financial Management System (CFMS) is
a software application adapted for the Department of State use from
the Federal Financial System (FFS) developed by American Management
Systems Inc., (AMS). FFS is an integrated financial management system
designed specifically for federal agencies and meets all standard
accounting requirements prescribed by the General Accounting Office
(GAO). CFMS provides the Department of State with highly flexible
financial accounting, budgeting and planning, funds control, management
accounting and financial reporting. FSI anticipate that there will be
multiple awards under this solicitation. FSI expects to require a
minimum of 36 days of training that is, approximately 48 trainer days
since some classes may require two trainers-from September 1999 through
September 15, 2000. Current plans are to conduct CFMS training in
December/January 1999-2000, and March/April. Bids will be evaluated
according to the following criteria: (1) Experience of assigned staff
in delivering training -- especially training in the use of CFMS, FFS,
or other similar government, main frame accounting systems, 50% (2)
Price 40% (3) Experience of assigned staff in working with, or
developing training on government, main frame accounting systems
including and especially CFMS and FFS 10%. This is a small business
